About this file
This is a Memo for File documenting a synopsis waiver for a federal contract requirement. The solicitation number is SPRTA1-25-00602, issued by the Defense Logistics Agency (DLA) Weapons Support at Oklahoma City on March 17, 2026. The requirement is not expected to exceed the Simplified Acquisition Threshold and will be conducted as a Request for Quotation through SAM (https://sam.gov).
The memo confirms that synopsis is waived pursuant to FAR part 5.202(a)(13) based on three conditions: the acquisition amount does not exceed the simplified acquisition threshold, the solicitation will be posted on SAM (which provides access through the Government Point of Entry), and potential offerors are permitted to respond electronically via email. The complete solicitation package will be available on the SAM website where interested parties can submit their offers electronically. The memo was prepared by Aric Harmon, Contract Specialist at DLA Weapons Support at OKC, and digitally signed on March 17, 2026.

Memo for File
FAR part 5.202(a)(13)
Ref. solicitation number for requirement: SPRTA1-25-00602
This requirement is not expected to exceed the Simplified Acquisition Threshold. The solicitation will be available for review on the Sam website (https://sam.gov). Potential offerors are encouraged to submit offers via email to the address listed on the solicitation.
Therefore, IAW with FAR part 5.202(a)(13), exception:
(i) Is for an amount not expected to exceed the simplified acquisition threshold.
(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.; and
(iii) Permits the public to respond to the solicitation electronically.
Electronic Commerce is defined at 41 USC Sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not require synopsis.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the Simplified Acquisition Threshold, request for quotation will be made through SAM (https://sam.gov), where the offerors are able to respond electronically.
