About this file

This is a Memo for File documenting a synopsis waiver determination for a federal contract acquisition.

Solicitation number SPRTA126Q0237 is for a requirement not expected to exceed the Simplified Acquisition Threshold. The solicitation will be available on SAM (https://sam.gov), with potential offerors encouraged to submit offers via email. The waiver of the synopsis requirement is justified under FAR part 5.202(a)(13) based on three criteria: the acquisition amount does not exceed the simplified acquisition threshold, the notice of proposed contract action is accessible through the Government Point of Entry (GPE), and offerors are permitted to respond electronically via email. The memorandum concludes that because the complete solicitation package is available through the GPE and electronic response capability is provided, synopsis publication is not required. The document was prepared by Aric Harmon, Contract Specialist, and dated 12 March 2026.

Memo for File

FAR part 5.202(a)(13)

Ref. solicitation number for requirement: SPRTA126Q0237

This requirement is not expected to exceed the Simplified Acquisition Threshold. The solicitation will be available for review on the Sam website (https://sam.gov). Potential offerors are encouraged to submit offers via email to the address listed on the solicitation.

Therefore, IAW with FAR part 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.; and

(iii) Permits the public to respond to the solicitation electronically.

Electronic Commerce is defined at 41 USC Sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not require synopsis.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the Simplified Acquisition Threshold, request for quotation will be made through SAM (https://sam.gov), where the offerors are able to respond electronically.
