About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, for Texas counties of El Paso and Hudspeth (Wage Determination No. 2015-5229, Revision 28, effective 12/03/2025).
The document establishes prevailing wage rates and fringe benefits for service contract employees across numerous occupation categories. Fringe benefits required for all listed occupations include: $5.55 per hour for health and welfare (up to 40 hours weekly, or $222.00 weekly/$962.00 monthly), vacation of two weeks after one year of service with a contractor or successor and three weeks after five years, and a minimum of eleven paid holidays annually. An alternative health and welfare rate of $5.09 per hour applies only when compensating employees under Executive Order 13706 for paid sick leave on contracts also covered by that order. The wage determination covers over 400 occupation codes across administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional occupations, laundry and pressing, machine tool operations, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation categories. Hourly wage rates range from $10.08 (School Crossing Guard) to $53.00 (Nuclear Medicine Technologist). Notable special provisions include computer employee exemptions under 29 U.S.C. § 213(a)(1) and (17), night differential and Sunday pay premiums for air traffic controllers and weather observers, hazardous pay differentials of 4-8 percent for designated positions, and uniform allowance reimbursement standards. The determination references Service Contract Act Directory of Occupations (Fifth Edition, September 2015) for job duty descriptions and includes a conformance process for unlisted occupations requiring Standard Form 1444 submission to the Department of Labor within 30 days of contract work commencement.
