Request for Qualifications For Historical Exhibit Design Services

U.S. District Court for the Eastern District of Washington Historical Exhibit Project Committee

October 24, 2014

Purpose of Request The Historical Exhibit Project Committee assembled by the U.S. District Court for the Eastern District of Washington is seeking design services for a historical exhibit on the main floor of the Thomas S. Foley United States Courthouse in Spokane, WA. Firms with experience and expertise in designing, building and facilitating creative and interactive exhibits and doing so within budget are invited to respond. Previous experience with museum-type exhibits is preferred.

Historical Background and Exhibit Concept The Eastern District of Washington was formed by the March 2, 1905, “Act to Divide Washington into Two Judicial Districts,” (Chapter 1305, Session III, 58th Congress). At that time, the state was divided into two federal districts and a separate judge, Judge Edward Whitson, was appointed to the Eastern District.

The Eastern District of Washington comprises twenty counties, and generally is all of the area of Eastern Washington east of the summit of the Cascade Mountains. The total area of Washington State is 66,977 square miles. Of that amount, the Eastern District comprises 41,960 square miles.

The Court is present within the district at three court points, the primary in Spokane, and two divisional court locations in Richland and Yakima.

The Eastern District has a long, distinguished history comprised of district, magistrate and bankruptcy judges, numerous buildings which have served as courthouses and many significant cases heard along the journey in the administration of justice.

The purpose of this historical exhibit is to capture the history and historical context of the U.S.

District Court for the Eastern District of Washington. Some possibilities for display materials include judicial officers who have presided in the district, locations of federal courthouses within the district, and significant cases heard in the district.

Target Audience The historical exhibit for the Eastern District of Washington will provide insight to the public who enter the new federal courthouse and must appeal to a general audience. The exhibit environment must facilitate an enlightening experience to all those who enter.

Project Scope The design firm selected for this project will develop the conceptual design (master plan) for an integrated, multimedia exhibit experience for the U.S. District Court for the Eastern District of Washington. The design firm is tasked with the design of all exhibit and exhibit-related areas including any audio-visual or interactive components.

The design firm will work in partnership with a committee of judges, attorneys and court staff coordinated by the Clerk of Court for the U.S. District Court in the Eastern District of Washington.

Completion of the entire exhibit project is expected to be a 2-phase process. For the purposes of this RFQ, only the 1st phase concluding with the completion of a master concepts plan for the historical exhibit is being solicited. It is hoped that the relationship between the design firm selected and the U.S. District Court for the Eastern District of Washington that is forged during the phase one process will continue into phase two for construction and installation. However, selection as designer for the first phase of the project does not guarantee selection for the subsequent phase.

This RFQ requests information for the following project:

The historical exhibit/information area will be located on the first floor of the Thomas S.

Foley United States Courthouse in Spokane, WA.

Dimensions of said space are provided in attached diagram, within the three walls currently defining the space (see Diagram #1).

Project will include two smaller display concepts based upon the larger exhibit in Spokane for the United States Courthouses in Richland and Yakima, WA. (Total of three exhibits.) Exhibits are anticipated to be free standing and not require changes to the building infrastructure itself.

The budget for this project is a range from $80,000.00 to $100,000.00 and will be dependent upon how many multi-media and visual components are added to the exhibit.

The project will be funded with non-appropriated monies. Procurement policies and regulations mandated for the Federal Judiciary’s use of appropriated funds are not applicable.

Process

• Past experience, qualifications and a list of past projects should be prepared to provide a straight forward and concise description of the design firm’s capability to satisfy the requirements of this request.
