Background:

Many Columbia River (CR) salmon runs, including Snake River and Upper CR spring Chinook salmon, are listed under the Endangered Species Act (ESA). However, estimates of survival for these fish from the mouth of the CR upstream 234 km to Bonneville Dam, a key migration corridor, have never been developed.

Presently, contemporary smolt-to-adult return rates for salmon returning to tributaries of the Interior CR

Basin are based on returns to Bonneville Dam. As such, any ‘natural mortality’ (e.g., any mortality not due to fishing) that occurred in the estuary or lower river gets incorrectly attributed to the ocean phase of the salmonid life history. In order to accurately estimate adult escapement (i.e. return to the mouth of the CR), it is imperative that managers have knowledge of survival to the point of freshwater entry. Accurate escapement estimates as well as information on estuarine/lower river residence are necessary for the successful management of Tribal, commercial, and recreational salmon harvest, and also for scientific studies designed to inform and aid recovery efforts for these listed species.

Until recently, the logistics required to sample and mark sufficient numbers of adult salmon in the estuary to make robust survival estimates have precluded this research. However, in the spring of 2010 and 2011, NOAA Fisheries conducted a two-year pilot study and developed this methodology. As per the primary objectives of this study, during the two-year pilot phase, protocols for large-scale sampling of adult spring

Chinook salmon in the estuary upon return to freshwater were successfully established. We propose to utilize the methods that we have established to conduct a full-scale investigation of lower CR survival for listed adult Chinook salmon in the spring of 2013.

Objective:

The objective of this procurement is to hire a vendor to sample adult Spring Chinook salmon for tagging by

NOAA Fisheries research biologists, as they enter the lower Columbia River in the spring of 2013 and begin their return migration in freshwater. Said vendor should have extensive experience fishing in the lower

Columbia River using tangle net sampling methods. The vendor needs to have the capability (e.g. the boat and manpower) to provide a minimum of 900 healthy adult spring/ summer Chinook salmon for marking and release to a NOAA Fisheries research crew on a separate vessel. Sampling should be completed in no more than forty days total, and over the period of the spring Chinook adult return in 2013 (estimated from March

13-June 10). The vendor will coordinate sampling times and locations with the NOAA Fisheries project lead Michelle Rub.

Task 1: Provide a minimum of 900 healthy adult spring/summer Chinook salmon for marking and release to a NOAA Fisheries research crew on a separate vessel.

Sampling should be completed in no more than forty days total, and over the period of the spring Chinook adult return in 2013 (estimated from March 13-June10). Fish will be captured in the lower Columbia River by using 4.25-inch tangle net gear following the methodology of Vander Haegen et al. (2004). Upon removal from tangle nets, all landed salmon will be immediately placed into a live box supplied with flow-through river water. Once in the box, fish will be classified using the five-category system described by

Vander Haegen et al. (2002) as follows: 1) fish is lively and not bleeding, 2) fish is lively, but bleeding, 3) fish is lethargic, but not bleeding, 4) fish is lethargic and bleeding, and 5) fish shows no visible movement or ventilation. Only adult Chinook salmon classified as category 1 (fish is lively and not bleeding) at initial capture will be considered for marking. Non-target species and Chinook salmon classified as category 2 or 4 will be either released immediately (category 1 non-target fish) or released upon recovery to category 1

(category 2 & 4 fish). Fish selected for the study will be transferred to a NOAA Fisheries research vessel for tagging and release. NOAA Fisheries will provide pvc tubes for transferring fish from the catch vessel to the tagging boat. However, the vendor’s crew should be prepared to assist with this transfer.

Sub-task 1.1: Provide a record of soak times/sampling duration for each ‘set’ to the NOAA Fisheries project lead Michelle Rub.

Sub-task 1.2: Provide a record of all target species and bycatch by number and condition (Vander

Haegen et al. 2002).

Task 2: The vendor will provide up to 2 skiffs (as determined in advance of sampling by NOAA

Fisheries PI, Michelle Rub) to run the sampling nets for each day of sampling, and will take necessary action (e.g. change location or implement appropriate hazing actions) to keep predators away from the nets while actively sampling.

Task 3: Vendor will fabricate, maintain and mend sampling nets (provided by NOAA Fisheries) as needed to accomplish the goals of this research.

Task 4: Work closely with NOAA Fisheries researches to establish protocols for sampling.

The vendor will be expected to work closely with NOAA Fisheries researchers to identify an appropriate sampling window to both minimize time on the water, and sample a representative portion of the spring run.

Similarly, the vendor will be expected to work closely with NOAA Fisheries researchers to identify appropriate sampling durations to assure that each set maximizes catch without compromising fish condition/survival.

Literature Cited

Fisheries Research 68:123-133.

Resources Required:

Task 1: Vendor will provide up to three catch boats per day, and sufficient crew to accomplish the sampling described above within the requisite time frame (commensurate with the spring Chinook salmon adult return), and over no more than forty total sampling days. In addition, the vendor will provide all of the necessary fuel for the catch boats, gear (with the exception of three tangle nets), clothing, safety equipment, moorage fees, inspections, and adequate insurance coverage under the current law for said efforts.

NOAA Fisheries will provide the vendor with three tangle nets for sampling, seal bombs for hazing predators, and appropriate accounting materials (e.g. spreadsheets) for recording sampling times, locations, and duration as well as target and bycatch numbers and condition.

Task 2: The vendor will provide up to two skiffs per sampling day (as determined in advance of sampling by

NOAA P.I. Michelle Rub) and sufficient crew to keep sampling nets free from predators. In addition, the vendor will provide all of the necessary fuel for this skiff, safety equipment, moorage fees, inspections, and adequate insurance coverage under the current law for said efforts.

Deliverables:

900 adult Chinook salmon in excellent condition for tagging to be delivered at the time of catch (as outlined above) to a NOAA Fisheries tagging vessel

A written or electronic record of soak times/sampling duration for each set to be delivered to NOAA

Fisheries project lead Michelle Rub at the end of each sampling day

A written or electronic record of all target species and bycatch by number and condition following the methods of Vander Haegen et al. (2002) to be delivered to NOAA Fisheries project lead Michelle

Rub at the end of each sampling day

Parameters for acceptable quality and performance:

It is imperative to the overall success of the study that the vendor maintains a respectful working relationship with the NOAA Fisheries tagging crew. Sampling must be coordinated in advance with the NOAA

Fisheries tagging team, as well as on sampling days while both crews are out on the water. This coordination should go through the NOAA Fisheries project lead Michelle Rub. All fish (both target and bycatch species) should be treated with care to minimize impacts from sampling and handling.

With respect to the Information Security and Acquisitions checklist, the C&A requirements of clause

73 do not apply, and a Security Accreditation Package is not required for this contract.

An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint.

However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The

Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

52.212-2 EVALUATION—COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: see the statement of work. Evaluation will be made in accordance with FAR 12.603 and FAR 13.106-2.

http://assist.daps.dla.mil/ http://assist.daps.dla.mil/quicksearch http://assistdocs.com/ http://assist.daps.dla.mil/wizard https://www.acquisition.gov/far/current/html/Subpart%2032_11.html#wp1043964 http://fedgov.dnb.com/webform https://www.acquisition.gov/

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Evaluation will be made in accordance with FAR 12.602, FAR 13.106-1, and evaluation factors stated in paragraph (a) above.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL ITEMS (MAR 2012)
