JUSTIFICATION FOR LIMITED

COMPETITION/SIMPLIFIED ACQUISITION

JUSTIFICATION AND APPROVAL FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the Intergrated Security System (ISS) equipment listed is available from the following manufacturers (brand name only), and competition is precluded as there are no substitutes available. **Products will be multiple brand names as set forth below (See#1)**

1. This acquisition is restricted to the following manufacturer:

Company: Aiphone, Avigilon, Hirsch/Identiv, Bosch, Pelco, Interlogix (Sentrol), Securitron, Magnashpere, CISCO

2. The brand name produdcts requested for this solicitation are required to be received within 45 days from acceptance of award.

3. Specific characteristics of the Intergrated Security system equipment that limit the availability to sole manufacturers are: it is imperative that the security systems already in place at existing Field Offices and the continuing build-outs of new office space be able to operate effectively, efficiently and have uniformity. Only these suggested manufacturers can furnish the requirements, to the exclusion of other sources because the FBI currently uses these products/brands, which are interchangeable and will interface in all aspects (form, fit and function), with the new name brand equipment requested. Although other manufacturers produce comparable equipment, subtle differences affect the installation, integration, performance, monitoring, and reporting. The requested manufacturer’s components are specific to the FBI’s Physical security infrastructure at each division. Additionally, the requested equipment/component(s) have been tested, recommended for use by IDG, on the approved FISS standard product list after receiving authorization from SecD's Physical Security Unit (PSU). This equipment is also accredited and approved by HQ Security and OTD. Any equipment not approved for use cannot be installed into the FISS.

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Intergrated Security system, and the new item/service must coordinate, connect, or interface with the existing system also. It is imperative that the security systems already in place at existing Field Offices and the continuing build-outs of new office space be able to operate effectively, efficiently and have uniformity.

ADDITIONAL INFORMATION:

All physical security equipment in use by the FBI must be tested and approved by IDG and authorized for use by the Physical Security Unit (PSU), Security Operations Section, (SOS), Security Division (SecD). FBI facilities are required to have Access Control Systems (ACS), Intrusion Detection Systems (IDS) and CCTV systems to protect FBI operations accredited by official correspondence from PSU. All FBI facilities and locations maintain the security of their location space within the FISS. Non approved equipment procured will not be allowed to be installed into the FISS. Any equipment not preapproved for use by lOG could cause accreditation issues.
