PERFORMANCE WORK STATEMENT

PERFORMANCE WORK

STATEMENT (PWS) FOR

Alaska Army National Guard (AKARNG)

Recruiting and Retention Battalion

(RRB)

Non-Commercial Sustaining Announcement (NCSA)

Program Services 30 March 2024

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform the Non-Commercial Sustaining Announcement Program (NCSA), as defined in this PWS.

1.1.1 Objectives The objective of the AKARNG NCSA program is to reach our state-wide target audience through television and radio with the intent to promote the benefits of joining the AKARNG, and to generate quality leads for RRNCOs. Leads are imperative for RRB to accomplish the retention aspect of the SM philosophy. Current research suggests a person needs to see an ad at least 7 times to decide on action. Television and radio, when nested with our current Meta (social media) and other digital and print advertising, ensures consumers will see our ads on all devices and through several means of communication. This program affords the AKARNG to be in almost all advertising domains Alaskan's are exposed to and increases the chance for our target market to reach 7 views.

1.2 Background: The National Guard has a long history of establishing yearly NCSA programs with state broadcasters' associations (SBA) nation-wide. In the past, programs were negotiated at a national level leaving the states to work with their respective SBAs to implement the NCSA program. In 2022, the National Guard decentralized NCSA program contracts to the individual states to give contracting offices the flexibility to award contracts directly to the state broadcasters associations.

Government agencies and non-profit organizations that normally approach broadcasters for public service time request an NCSA Program. These organizations, which operate in the public interest, contract with the SBA to exercise the program. The SBA then requests' broadcasters to run NCSA announcements voluntarily at no charge for the benefit of SBA and its programs. Announcements supplied by the NCSA sponsor are distributed by the SBA to participating stations.

Stations run the announcements on an as available basis (run-of-schedule) and send a monthly affidavit to SBA. Stations are requested to value the time provided based on their regular rates charged to advertisers buying the same time periods for cash. The association uses these figures to demonstrate to the NCSA sponsor the cash value of the spots delivered across the entire state by both radio and television participations. Since 2017, the AKARNG has received more than $11 million in advertising cash value from NCSA programs while spending less than $1 million on programs with the SBA. The return on investment routinely exceeds 4:1 money spent and ensured AKARNG advertising was aired across the state.

The AKARNG Marketing Department has produced locally sourced audio and video content and has the full support of the National Guard marketing team to provide creatives that meet all ARNG advertisement requirements. No further projects or ancillary production is required by the AKARNG to execute the terms of this agreement.

1.3 Period of Performance (PoP): The Period of Performance shall be one (1) Base Year of 12 months and one (1) 12-month Option.

The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
