The contracting officer determines the anticipated cost to the Government for this contract will be fair and reasonable. These helmets have been procured by several units in the 176th Wing as well as acrossed the Air National Guard by aircrew personnel in the past. Market research has shown through the vendors website what the pricing is for these items as well as past market research results from other Air National Guard Units (W912LA-15-T-7022-A). GSA Advantage also shows the pricing for these items.

Text6: Reporting instructions for an upcoming deployment dictate the use of these specific brand name helmets as they will be used in pre-deployment training.
Text7: Requirement will be solicited on FBO as a small business set aside.
Text8: The user (MSgt Marron) conducted market research and submitted a

completed purchase request package to the contract specialist (TSgt Gowin). TSgt Gowin conducted Google searches to determine the nature of the requirement as well as commerciality. The specialist also searched past FBO solicitations for similar requirements. These items have been procured using brand name only in the past (W912LA-15-T-7022-A). These items may be available on GSA Advantage, however there were not enough vendors able to provide competition.

The customer has orders specifying the requirement to deploy with these helmets as they will be used in their pre-deployment training.

To maximize competition, the CONS office will publicize on FBO as a total small business set-aside for brand name only items.
