(Q1) I am a bit unclear about whether the scope of work is limited to supplying the Liebert APS Model AS4C0RCYGNNXB50, rated at 15 kVA/13.5 kW with 11 minutes of backup, and providing maintenance, or if there are additional requirements that I might be missing.
(A) The scope of work includes supplying the specified unit and the maintenance plan. The requested plan includes the UPS startup as part of it, and that startup date is supposed to be the date used for beginning the 5-year maintenance window, not the date of purchase.
We are ordering these 3 things from VERTIV.

(Q2)I just found out that Vertiv doesn't do the installation service. Is it fine if we do it through a local company?
(A2) Vertiv performs the start-up, but the installation needs to be done beforehand. That will be done at our end. CTARNG will be doing the installation.
(Q3) . I just wanted to confirm whether the maintenance includes one visit per year (totaling 5 visits over 5 years).
(A3) One PM after year 3, between years 3-5. Below is what we will get:
One (1) Item #PAPAPS-20K including the following:
· Includes Start-up visit to be scheduled at the customer’s convenience (excluding national holidays) 7 days/week, 24 hours/day.
· Start-up includes one site trip within the lower 48 states of the United States of America and includes Canada. Start-up will be performed by a Liebert Services customer engineer after the UPS has been installed. The site trip includes the following services for each UPS system: non-powered inspection, UPS electrical and operational checkout, full parts and labor for any work required on the UPS, and customer operation training at time of start-up.
· Full-service five (5) year contract term commencing upon the start-up date 100% parts coverage, including internal batteries, power modules and web card 24-Hour Customer Resolution Center via 1-800-LIEBERT 100% labor and travel coverage 7 days/week, 24 hours/day, 1 Preventive Maintenance Visit, Access to Liebert Customer Services Network On-Line Internet portal
(Q4) I would like to know about the replacement tasks that were supposed to be held at the National Guard Armory and Joint Force Headquarters. Is it something Vertiv will handle, or will the government take care of it?
(A4) Startup does not include UPS assembly, mounting/rigging, or power connections.
This is included in Assumptions and Clarifications under Scope Of Work Scope of Work for Vertiv Systems Service Summary On-Site Service includes 1 Annual Preventive Maintenance Service scheduled after the third year of the service contract. Visit will be scheduled at the customer’s convenience (excluding national holidays). This also includes a Performance Evaluation inspection performed immediately after the completion of an emergency visit.
Response Time: Guaranteed 4-hour on-site emergency response, 7 days/week, 24 hours/day.
Customer support includes access to the Customer Resolution Center (1-800-543-2378) and the Vertiv Customer Services Network Online Internet portal.
Includes 100% parts coverage including internal batteries (Note: Coverage does not include battery replacement of aged batteries due to normal battery life and usage.) Other limits may apply; see Assumptions and Clarifications, as applicable, for more details.
Includes 100% labor and travel coverage 7 days/week, 24 hours/day.
Service Professional Qualifications: Service performed by Vertiv factory-trained and authorized technician equipped with Vertiv Proprietary tools and software. Vertiv CEs and Vertiv Partners are the only approved OEM service providers for Vertiv products.
Service Performed UPS Startup:
Perform a temperature check on all breakers, connections, and associated controls. Repair and/or report all high temperature areas.
Perform a complete visual inspection of the equipment, including all modules, wiring harnesses, contacts, transformer, EMI assembly and fans.
Check all nuts, bolts, screws, and connectors for tightness and heat discoloration.
Inspect for broken, brittle, damaged, or heat stressed components and cables.
Clean any foreign material and dust from internal compartments.
Perform a status check of alarm circuits.
Perform an operational test of the system including unit transfer to and from bypass.
Perform an operational test of the system including unit transfer to and from battery.
Verify correct Firmware revisions are installed.
Apply the system to normal load and verify the output voltage.
Review system performance with customer to address any system questions.
Full Preventive Maintenance Service:
Record the phase-to-phase input voltages.
Perform a temperature check on all breakers, connections, and associated controls. Repair and/or report all high temperature areas.
Perform a complete visual inspection of the equipment, including sub-assemblies, wiring harnesses, contacts, cables and major components.
Check all nuts, bolts, screws, and connectors for tightness and heat discoloration.
Inspect for broken, brittle, damaged, or heat stressed components and cables.
Clean any foreign material and dust from internal compartments.
Perform a status check of alarm circuits.
Perform an operational test of the system including unit transfer to and from bypass.
Perform an operational test of the system including unit transfer to and from battery.
Install or perform Engineering Field Modifications including firmware revisions as necessary.
Return the system to normal load and verify the output voltage.
Review system performance with customer to address any system questions.
Assumptions and Clarifications:
Parts coverage excludes air filters, proactive full bank capacitor replacement and fan replacement.
Full-service 5 year contract term commences on the startup date.
Any customer site visit is limited to 3 hours per visit. The Startup visit is a single site visit. Any time beyond the 3 hours per visit or additional Startup visits will be billed separately.
Coverage does not include battery replacement of aged batteries due to normal battery life and usage.
Services outlined apply to a Vertiv APS UPS only; Vertiv APS Modular/Extended Battery Cabinets and MBC are serviced under separate contract and SOW.
Startup visit must be scheduled after the System (UPS, Battery Cabinets, Power System, etc.) has been placed in the Installation location (for hardwired applications, after the power cabling is terminated). Startup does not include UPS assembly, mounting/rigging, or power connections.
Startup not within 150 miles (250 km) of Vertiv's Service City locations will be billed as an additional expense.
Startup services required for configuring custom monitoring tools will be billed as an additional service.
Project management services are not included in the scope of the Power Assurance Package. Project management would be quoted as an additional service, if required.
Parts and labor for KVA or battery upgrades not included. Labor is included if performed during a scheduled PM.
New APS system will take the place of the existing 2 NFinity systems currently identified with the following site IDs:

The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.
