About this file

This document is a Questions and Answers (Q&A) file for Solicitation ID W91ZLK-26-R-A001, addressing various contractor inquiries about a part-time clerical position. The requirement is for a document preparation clerk working 20 hours per week between 0600-1600, Monday through Friday, with a SECRET security clearance requirement. The position is subject to Service Contract Act (SCA) labor rates, with the occupation code 01070 for Document Preparation Clerk.

The contractor must be available for work at least three days per week, and the exact scheduling will be mutually agreed upon. The solicitation is located on SAM.GOV, and potential offerors were seeking clarification on invoicing models, labor categories, and proposal due dates. The government maintained that solicitation documents cannot be modified during the solicitation process.

• Issue(s) with PWS document not being accessible or available to open and review.

Uploaded PWS without restrictions in Both Word and PDF format for accessibility.

• Is a brand-new contract OR if there is (was) an incumbent performing these services.

No

• If not brand new, could you please provide the current / previous contract number?

W91ZLK-22-P-0025

• Would the government consider modifying attachment B01_Schedule of Services if the CLN’s can be modified to support a monthly invoicing model?

No, the government cannot change solicitation documents whilst in the process of solicitation.

• Having the ‘unit’ be ‘job’ makes invoicing and payment of employee hours difficult, invoicing monthly allows the COR to review the hours worked and ensure payment is within compliance, and puts cost/pricing equal among all offerors.

Sorry for any inconvenience we include DFARS clause 252.232-7006 Wide Area Workflow Payment Instructions.

Please refer to:

• Would the government please include FAR 52.222-41, 42,43 as part of this, as this requirement seems to be for an Engineering Technician V? Would the government put the suggested labor category as well and include a relevant wage determination.

No, please refer to the PWS included:

Section 1.4.13 Labor Category: This contract is a clerical position. Subject to Service Contract Act (SCA) U.S. Department of Labor (DOL) Wage and Hour Division labor rates.

• Would the government please confirm if this is for 1 FTE?

No, this position is for one part time employee. Please refer to the included SCHEDULE OF SERVICES listed.

• Is security clearance required for this requirement?

Please refer to the PWS included:

Section 4.2 Secret Clearance: The Contractor shall possess and maintain a SECRET facility clearance from the Defense

Security Service. The Contractor’s employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office.

The DD-254 is provided as Attachment.

• It is understood this is a part-time requirement, but what isn’t clear is the hours for the part-time support, would the government clarify what those hours are?

Please refer to the PWS included:

Section 1.4.3 Hours of Operation:

The Contractor shall be responsible for providing services, between the hours of 0600 and 1600, for 20 hours per week. Available workdays are Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Due to varying demands of work, one week notice or more shall be provided for the number of hours in work schedule. Exact scheduling of days and hours per day shall be mutually agreed upon. Contractors must be available for work for a minimum of three (3) days per week. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

• Are there any material or part requirements the offeror must account for?

Section 3.3 Materials: The Government shall provide standard supplies needed for order fulfillment including three-ring binders, boxes, labels, copier paper, ink/toner and packing tape.

• Providing a wage determination and a suggested labor category allows for ‘fair’ bidding among all offerors.

Section 1.4.13 Labor Category: This contract is a clerical position. Subject to Service Contract Act (SCA) U.S. Department of Labor (DOL) Wage and Hour Division labor rates. OCCUPATION CODE - 01070 - Document Preparation Clerk.

• Additionally, due to the inaccessibility of the PWS and the impact of the ongoing government shutdown, I would like to formally request a proposal due date extension to ensure all offerors have adequate time to review the full solicitation package and respond accordingly.
