About this file

This document is a Questions and Answers clarification for federal solicitation W91ZLK-26-Q-A016 for Atlassian Jira Enterprise software subscriptions and related professional services to be provided to the Defense Commissary Agency (DeCA).

The solicitation requires the contractor to procure 500 Jira Software Premium and 500 Confluence Premium user licenses to be co-terminated with DeCA's existing Atlassian Government Cloud instance beginning September 26, 2026, through September 25, 2027, with subsequent annual renewal cycles following the same timeline. The prime contractor is not required to be an authorized Atlassian reseller but must source licenses through a verifiable authorized channel and submit a Letter of Supply or equivalent documentation from an authorized distributor or reseller. Professional services must be performed by personnel meeting the Key Personnel qualifications outlined in the PWS, which may be satisfied through qualified subcontractors or teaming partners. The contractor must provide comprehensive role-based user training for approximately 500 total licensed users across three onboarding groups (PMO, ARTS, and HR) to be completed within 120 days, with a hybrid approach combining virtual and on-site training at Fort Lee, Virginia. Base Year services include intensive "over-the-shoulder" advisory support during the initial 120-day onboarding phase followed by lower-level sustainment support for the remainder of the 12-month period. Offerors must propose a single Firm-Fixed-Price for all labor and services required to meet PWS requirements for the Base Year and each Option Year, with travel costs separately quoted on a cost-reimbursable, not-to-exceed (NTE) basis and reimbursed at actuals in accordance with Federal Travel Regulations. Award will be made to the responsible offeror with the lowest total evaluated price (Base + All Option Years) that receives an "Acceptable" rating for Technical and Past Performance factors under a Lowest Priced Technically Acceptable (LPTA) source selection. The Government has not specified the number of professional services hours and expects offerors to independently determine appropriate levels of effort, and offerors with no relevant past performance history will not be rated unfavorably.

Solicitation W91ZLK-26-Q-A016

Brand Name: Atlassian, Jira Enterprise

Question & Answers

Clarification on the following:

1. Atlassian Reseller Requirement: Is the prime contractor required to be an authorized Atlassian reseller, or may the prime contractor provide the required Atlassian subscriptions through an authorized Atlassian reseller, distributor, or subcontractor?

Answers: The prime contractor is not required to be an authorized Atlassian reseller.

However, the prime contractor is responsible for procuring the licenses and must demonstrate that they are being sourced through a verifiable, authorized Atlassian channel (e.g., an authorized reseller or distributor).

2. Atlassian Solution Partner Status: Is the prime contractor required to hold Atlassian Solution Partner status, or may the required professional services be performed by an Atlassian Solution Partner serving as a subcontractor to the prime?

Answers: The prime contractor is not required to hold Atlassian SoluƟon Partner status.

The professional services must be performed by personnel who meet the Key Personnel qualificaƟon requirements outlined in PWS SecƟon 1.10. Offerors may propose a subcontractor or teaming partner to meet these technical requirements.

3. Proof of Authorization: What documentation, if any, must be submitted with the quotation to demonstrate that the proposed Atlassian subscriptions are being sourced through an authorized Atlassian channel?

Answers: Offerors should include a LeƩer of Supply or other formal documentaƟon from an authorized Atlassian distributor or reseller with their quotaƟon.

4. Subcontractor/Teaming Partner Qualifications: May an o eror rely upon a proposed subcontractor or teaming partner’s Atlassian certifications, Solution Partner status, technical personnel, and relevant experience to demonstrate technical capability?

Answers: Yes. Offerors may rely upon a proposed subcontractor to meet the Key Personnel and technical capability requirements.

5. Past Performance: May the Government consider relevant past performance of a proposed major subcontractor or teaming partner when evaluating the o eror’s past performance?

Answers: Per the solicitaƟon, Past Performance will be evaluated on an acceptable/unacceptable basis. The Government may consider the past performance of major subcontractors. Offerors with no relevant past performance history will not be rated unfavorably.

6. Subscription Co-Termination: Please provide or clarify the applicable co-termination/renewal date for DeCA’s existing Atlassian Government Cloud subscriptions so o erors can accurately price the required subscriptions beginning September 26, 2026.

Answers: The Period of Performance for the soŌware subscripƟon CLINs must begin on September 26, 2026. This date is firm and aligns with the expiraƟon of the Government's predecessor contract to ensure conƟnuity of service. Per PWS SecƟon 5.2.1.1, offerors must propose pricing for a full 12-month soŌware subscripƟon period starƟng on this date. The new licenses must be provisioned as a co-terminated renewal to DeCA's exisƟng Atlassian Government Cloud instance to ensure preservaƟon of all exisƟng Government data and configuraƟons.

7. Subscription Pricing Period: Should o erors price a full 12-month subscription for the base period, or should the initial subscription pricing be prorated to align with DeCA’s existing Atlassian Government Cloud renewal/co-termination date?

Answers: Offerors shall price a full 12-month subscripƟon for the soŌware CLINs for the Base Period, covering the period of performance from September 26, 2026, through September 25, 2027. This ensures the new licenses are co-terminated with DeCA's exisƟng Atlassian renewal cycle. The Period of Performance for all subsequent OpƟon Years will follow this same annual cycle (September 26th to September 25th).

8. Existing Atlassian Environment: Please confirm whether the 500 Jira Software Premium and 500 Confluence Premium users will be added to or associated with DeCA’s existing Atlassian Government Cloud environment, rather than requiring establishment and migration to a new tenant.

Answers: Confirmed. The solicitaƟon requires the new licenses to be co-termed with DeCA’s exisƟng Atlassian Government Cloud instance.

9. Professional Services Level of E ort: Does the Government have an anticipated number of professional-services hours, workshops, training sessions, or technical-support hours for the base and option periods, or should o erors independently determine the level of e ort necessary to satisfy the PWS?

Answers: The Government has not specified a number of hours. Offerors must propose a single, total Firm-Fixed-Price for all labor and services required to meet the PWS requirements for the Base Year and for each OpƟon Year.

10. Training Requirements: Please clarify the anticipated number of training sessions, expected number of attendees per session, and whether all required training may be performed virtually.

Answers: As stated in the PWS, the contractor is required to provide comprehensive, role-based user training for all onboarding user groups (PMO, ARTS, and HR), which comprise approximately 500 total licensed users. Your proposal should include a detailed Training Plan that addresses the disƟnct needs of various user roles, from basic end-users to technical administrators. You should propose what you determine to be an appropriate number of sessions and a recommended class size to effecƟvely complete all iniƟal training within the 120-day period specified in the PWS. While the PWS allows for virtual training, please note that SecƟon 1.13 requires on-site performance at Fort Lee for certain training and workshop events. Your proposal should account for a hybrid training approach.

11. Place of Performance: May all professional services, advisory support, meetings, workshops, and training be performed remotely, or is any onsite performance anticipated or required?

Answers: Per PWS SecƟon 1.5.6, the work to be performed under this contract shall primarily be performed at the Contractor’s own faciliƟes. On-site performance will be required at Fort Lee, Virginia, for specific tasks such as requirements workshops and user training, as coordinated in advance and approved by the COR.

12. Travel: If onsite performance is required, should associated travel costs be included within the firm-fixed price, or will travel be separately authorized and/or reimbursed?

Answers: Per PWS SecƟon 1.13, "Contractor Travel," travel is a requirement for this contract. Travel costs should not be included in the firm-fixed-price CLINs for services.

Travel will be separately authorized by the COR and reimbursed at actuals, in accordance with the Federal Travel RegulaƟon (FTR). Offerors should propose their travel CLINs on a cost-reimbursable, not-to-exceed (NTE) basis.

13. Personnel Qualifications: Are there any minimum Atlassian certifications, experience requirements, security requirements, or other qualifications that proposed technical personnel must possess for the quotation to be considered technically acceptable?

Answers: Yes. The minimum qualificaƟons for Key Personnel (Project Manager and Senior Atlassian System Administrator) are specified in PWS SecƟon 1.10 and are mandatory.

14. Technical Evaluation: Will technical acceptability be determined based on compliance with the PWS requirements, or are there specific technical factors, subfactors, or minimum documentation requirements that o erors should address in their quotations?

Answers: Per the solicitaƟon, technical acceptability will be determined on an acceptable/unacceptable basis, based on compliance with the PWS requirements.

15. Price Evaluation: For purposes of determining the lowest-priced technically acceptable quotation, will the Government evaluate the total evaluated price inclusive of the base period and all option periods?

Answers: Per the solicitaƟon, this is a Lowest Priced Technically Acceptable (LPTA) source selecƟon. Award will be made to the responsible offeror with the lowest total evaluated price (Base + All OpƟon Years) that receives an "Acceptable" raƟng for the Technical and Past Performance factors.

16. PWS §5.2.3.1- Describes Base-Year technical advisory support in connection with the training and advisory phase, but does not state whether the advisory support is expected to be completed through defined onboarding milestones or maintained as continuous availability throughout the 12-month Base Year. Please clarify whether the Government’s expectation is: (a) a bounded, milestone/outcome-based onboarding and advisory effort;

or (b) continuous technical advisory coverage through the full Base Year.

Answer: Base Year: The primary e ort is a bounded, milestone-based onboarding and advisory e ort focused on the first 120 days of the contract. During this period, the contractor is expected to deliver all role-based user training workshops and provide intensive, "over-the-shoulder" advisory support to Government personnel as they perform the initial configuration for the PMO, ARTS, and HR teams.

Following the completion of the initial 120-day training and onboarding phase, the contractor is expected to provide a lower level of continuous technical advisory coverage for the remainder of the 12-month Base Year. This sustainment-level support is intended to answer follow-on user questions, assist with minor workflow adjustments, and ensure a stable transition.

Option Years: The optional LOE Sustainment Support CLIN (PWS 5.2.4) is the intended vehicle for providing any required refresher training or new user training in addition to intermittent technical advice.

17. PWS §5.2.4- Describes Optional Sustainment Support as a flexible LOE available in the

Base Year and each option year. Please clarify whether the Government intends: (a) scalable increments of advisory support, exercised as needed; or (b) annual dedicated staffing capacity for the applicable Base Year or option year. If scalable increments are intended, please identify the minimum increment and exercise mechanism for the optional CLIN.

Answer: The Government's intent is (b) a pre-funded Level of E ort for annual sustainment support.

When the Government exercises the optional CLIN for Sustainment Support for a given Option Year, it will be for a single, Firm-Fixed-Price that secures a fractional Level of E ort (LOE) for the entire 12-month period.

This provides DeCA with guaranteed access to a pool of expert technical advisors who will be available to respond to inquiries and provide advisory support within the two-business-day response time specified in the PWS. The Government is not purchasing scalable increments of hours, nor is it requiring a full-time dedicated sta member for sustainment. O erors should propose a single, annual FFP for the optional LOE sustainment CLIN for each Option Year.

18. PWS §1.13 states that approved travel is reimbursable at actual cost without profit or fee, while the schedule identifies firm-fixed-price labor and services. Please confirm whether authorized travel is separately reimbursable and excluded from the quoted fixed price, or must be included in the firm-fixed-price quote.

Answer: Please quote travel as Firm fixed Price

19. PWS §5.2.3-Requires role-based training and workshops for PMO, ARTS, and HR, but does not identify the expected training population, cohort/session count, or whether the contractor is expected to train all licensed users versus designated administrator/power-user groups. Please clarify the expected training population and delivery expectation.

Answer: The contractor is required to provide comprehensive, role-based user training for all onboarding user groups (PMO, ARTS, and HR), which comprise approximately 500 total licensed users.

20. PWS §1.10-Identifies the Project Manager and Lead Technical Architect as key personnel, while the same section requires CVs for the Project Manager and Senior Atlassian System Administrator. Please confirm whether the Senior Atlassian System Administrator is intended to fulfill the Lead Technical Architect key-personnel role and whether submission of those two CVs satisfies the requirement.

Answer: The Government's intent is for a single key technical role. For the purposes of this solicitaƟon, the Ɵtles "Lead Technical Architect" and "Senior Atlassian System Administrator" shall be considered synonymous. An offeror will be considered technically acceptable if they submit a curriculum vitae (CV) for a Project Manager and a single technical expert who meets all the mandatory qualificaƟons outlined for the "Senior Atlassian System Administrator" in PWS SecƟon 1.10.b.
