About this file
This Statement of Work details the replacement of an HVAC system for Chamber B at the U.S. Army Aberdeen Test Center's Electromagnetic Interference (EMI) Facility. The project requires a contractor to provide, install, and make operational a new 40-ton HVAC unit with propane heat, integrated into existing ductwork and wiring. The new system must maintain precise temperature and humidity levels (70°F +/- 10°F & 50%RH +/-10%) and support six specific operational modes: Off, Normal, Purge, Test1, Test2, and Tank mode.
Key technical requirements include installing a Package Unitary Propane Gas/Electric unit with BACnet capability, replacing existing TAC INET controls with new open-source software, installing EBO IO controllers, and creating a cabinet-mounted workstation with a graphic interface touch screen. The contractor must provide project management, a detailed project schedule, warranty coverage (12-month workmanship and manufacturer warranties), and complete documentation including O&M manuals. The installation will occur at Aberdeen Proving Ground, Maryland, with work restricted to 7:00 AM - 4:30 PM Eastern Time, Monday through Friday, excluding specific federal holidays.

1.0 Introduction: The U.S. Army Aberdeen Test Center, Electromagnetic Interference
(EMI) Facility requires that the existing HVAC system servicing Chamber B to be replaced. This procurement is for hardware, controls, project management, integration of new systems/controls and professional installation services.
2.0 Background: The HVAC unit for Chamber B at the EMI Facility needs to be replaced. The unit is +20 years old and no longer provides adequate dehumidification, is partially operational, and does not provide sustained/reliable heating or cooling.
2.1 Objective: The objective of the requirement is for the contractor to provide, install, and make operational a new HVAC system with propane heat. To maintain conditioned air in Chamber B at the EMI Facility, the system is to be controlled such that temperature & humidity levels are maintained throughout the year, during multiple modes of HVAC venting operations.
2.2 Description of Requirement: To provide and install a new 40-ton HVAC unit that is to be operational, integrated into existing duct work/wiring. The new unit is to utilize a propane gas-fired heater. A new control system with an operator interface panel shall be included and programmed to match the existing system’s modes of operation. The existing system is to be decommissioned and removed.
3.0 Site Survey: THERE WILL BE A SITE VISIT (SEE DESCRIPTION ON SOLICITATION FOR DETAILS. The Contractor shall provide an appropriate level of project management to ensure the efficient and timely acquisition, installation, integration, and testing of the HVAC system. The Contractor shall propose and estimated timeframe of completion of the project.

4.1.5 Start up the system and verify operations.
4.1.6 Provide a timeline identifying how long Chamber B will be without HVAC. No temporary heating/cooling is required.
4.1.7 Heating & cooling operations shall be controlled so that the heating & cooling modes do not short cycle and alternate/battle each other to satisfy the set points.
4.1.8 A 1,000-gallon propane tank will be furnished and set by the Government. The contractor is to install steel piping from propane tank supply line to the HVAC unit. The contractor is to provide and install the Second Stage regulator. (Must comply with NFPA 58 Reg.) AmeriGas will perform a Leak Test on the newly installed structure.
