About this file

This statement of work describes requirements for the acquisition of a new desorption electrospray ionization source and mass spectrometer to support chemical and biological analysis at the Combat Capabilities Development Command Chemical Biological Center. Key requirements include a quadrupole time-of-flight mass spectrometer with resolution of 40,000 or greater across a mass range of 10-1500 m/z, dual electrospray ionization capability, and mass measurement accuracy of better than 1 ppm. The desorption electrospray ionization source must integrate with an existing Waters XEVO G2 XS QToF and be capable of producing images with 25 micrometer spatial resolution. Additional requirements include software compatibility with MassLynx, preventative maintenance and service for all equipment, and an on-site response time of 48 hours for service requests. The related federal contract opportunity is a sole source notice of intent to award to Waters for these products and services to support the Combat Capabilities Development Command Chemical Biological Center.

Purchase Description Acquisition of new DESI for the Combat Capabilities Development Command (CCDC)

Chemical Biological Center (CBC)

1. Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to support the CCDC CBC as defined in this Statement of Work (SOW). The services to be conducted by the contractor are to include on-site installation repairs/replace, preventative maintenance (PM) and instrument service for equipment, located at CCDC CBC, Aberdeen Proving Ground – Edgewood Area.

1.1 Background. The CCDC CBC Team is responsible for the equipment necessary to perform analysis and test samples received from all over the world which may pose a chemical and biological threat. To support the mission, the laboratory requires all equipment to be fully up to date with the latest software and to be operating in accordance with the original equipment manufacturers specifications without any delay in service in case of equipment malfunctions and able to perform the required services without violating equipment warranties.

1.2 Objective. The objective of this contract is to acquire a Desorption electrospray ionization (DESI) source and a new mass spectrometer Xevo G3-XS.

1.3 The contractor must be trained and possess the licenses and certifications to perform the necessary tasks on instruments without risk of voiding or invalidating warranties on selected vendor instruments. The contractor shall provide service coverage for all modules that make up the analytical system and provide support of the complete configuration of the analytical systems.

2. Applicable Documents:

2.1 Manufacturers’ Equipment Specifications Guides, Statement of Coverage (“Plan”) and applicable quotation

2.2 Performance Acceptance documentation (to be generated on site)

3. Description of Services or Supplies:

This acquisition is for one Xevo G3-XS Mass Spectrometer and DESI XS Ion Source to perform high throughput analysis of novel molecules, such as explosives.

Desorption Electrospray Ionization (DESI) interfaced to a high-resolution mass spectrometer with MS/MS capabilities is required.

In addition DESI source shall be able to integrate with the existing Waters XEVO

G2 XS TOF.

Government’s system shall include a UPLC and a microBSM LC solvent system.

Government’s required system shall be fully integrated to allow for the control and operation of the Liquid Chromatograph (LC), Time of flight Mass Spectrometer QTof, and data processing system from a single software platform.

The supplier will provide at minimum the following:

a. QTof System

b. Automated vacuum system

c. UPLC System with integrated solvent, sample and column heating configured for binary solvent delivery and sample introduction

d. Desorption electrospray ionization (DESI)

e. Heated inlet

f. MicroBSM DESI Source Solvent manager

g. HD imaging system and sofware

h. Operating Software compatible with MassLynx

i. Application Software License

j. Software upgrade releases, which would be a continuance of the delivered version for the duration of the service contract.

k. Software 2 Year Plan

l. Installation

m. Training

n. 36 months extended warranty.

4. Requirements:

4.1 DESI requirements

4.1.1 The instrument shall be able to interfere with XEVO G2 XS QToF.

4.1.2 The instrument should be able to produce images with at least 25µm spatial resolution.

4.1.3 ACQUITY UPLC M-Class System shall have overflow rates from 200 nL/min to

100 µL/min

4.1.4 DESI and HDI software shall be compatible with MassLynx software.

4.2 Q TOF requirements:

4.2.1 Mass analyzer shall be capable of acquisition with a resolving power of 40,000 (fwhm) or greater at m/z = 956 while acquiring a full mass range spectrum across the range of 10 to 1500 m/z.

4.2.2 The instrument shall have a universal source design that allows quick and easy source switch to other ionization technique to maximize compound coverage.

4.2.3 The instrument shall include as standard dual electrospray, or LockSpray, to facilitate automated exact mass measurements. The ionization source shall incorporate a primary ESI probe, a secondary ESI probe to introduce a reference mass.

4.2.4 The mass measurement accuracy of the instrument should be better than 1 ppm RMS, based on 10 consecutive repeat measurements.

4.2.5 The High-Resolution -TOF must be able to acquire full spectral data at rates up to 30 spectra/sec.

4.2.6 The analyzer must be able to acquire data with linearity of response up to 4 orders of magnitude while still maintaining resolution >40,000 FWHM.
