SCOPE:

This Statement of Work (SOW) details Combat Capabilities Development Command Chemical Biological Center’s (CCDC-CBC) information requirements for a comprehensive web-based online citation indexing and abstracting research tool that includes content back to 1900. As a part of their mission CCDC-CBC researchers require easily accessible, consistently available, information tools in order to conduct research in a wide variety of scientific and technical subject areas and formats including journal articles and conference proceedings. Data on journal impact factors, to assist in publication and subscription decisions, is also required.

REQUIREMENTS:

CCDC-CBC requires an integrated, web-based platform designed to support all levels of scientific, technical and scholarly research by providing single search access to the content listed below at the end-users desktop:

Science Citation Index Expanded (1900- Current Year)

Conference Proceedings Index (CPCI) (1990-Current Year)

Journal Citation Reports (JCR)

CCDC-CBC requires researchers be able to search these databases simultaneously and/or individually from their workstations and easily navigate through results.

The following search capabilities will be provided with ability to limit by year(s) published, subject area(s), language and/or country of origin:

1. Searching for items by topic, keyword, author, source title, author address or organization/institution using natural language and/or Boolean operators.

2. Ability to find items that have cited a specific work by a specific author or organization/institution.

3. Ability to run analysis on search results, with graphics provided.

4. Ability to create searches using field tags and set combinations.

5. Enables users to combine search sets created from previous searches.

6. Capability to save search queries to run at specific times and mark/save results.

7. Ability to create/save/export bibliographies in various styles using

EndNote.

8. Ability to import references from other resources into EndNote, as well as capture capability from individual web resources.

The following data will be stored for each item in the indexes, comprising an item record that includes: title, author(s), journal (or conference), issue, page(s), abstract, keywords, author/organization addresses information, times cited, items referenced, publisher and date of publication. From each item record the end-user will be able to link to:

Cited References – A list of records cited by the document.

Citing Articles – A list of records that cite the article.

Related Records – A list of records that share common references with the article.

Articles/papers authored by an author listed in the item record.

The contractor will make available seamless linking from the item record to the full-text of the article published in electronic journals subscribed to by the CCDC-CBC Technical Library as well as those available through Open Source.

The database will allow for identification of the number of citations of articles authored by CCDC-CBC and legacy organizations (as well as other organizations) to include articles published in the early 1900’s.

The database will permit individual item records be marked for retention, with the capability to be formatted for printing, downloaded to reference management software, saved to a file, or emailed in either plain text or HTML.

Vendor will provide a tool that assesses and measures the impact and influence of scientific and technical journals as it relates to the subject focus, based on citation data.

Any updates marketed and sold to new customers as part of the basic product will be provided at no additional cost to CCDC-CBC.
