Aberdeen Proving Ground, MD
STATEMENT OF WORK (SOW)
for Roma Plastilina #1 Green/Grey Clay
June 2019 1.0 General: Purchase and delivery of Roma Plastilina #1 Green/Grey Ballistics Testing Clay.
Introduction: This contract requires deliveries to be made for one year, on a quarterly (three months) basis of the brand-name only of Roma Plastilina #1 Green/Grey clay, manufactured solely by Chavant Inc. to the Aberdeen Test Center (ATC) at Aberdeen Proving Ground (APG), MD. The principal objective of this effort is to obtain Roma Plastilina #1 Green/Grey Clay, in support of the on-going Body Armor effort at the Light Armor Range Complex indoor ballistic firing ranges located at the Government facility known as ATC. Roma Plastilina #1 Green/Grey Clay is a critical component to Secretary of the Army mandated testing of body armor. After research and observation this clay is the only type approved for use in body armor testing. Since the late 1970’s, the modeling clay Roma Plastilina No. 1 has been utilized as a recording medium for body armor testing. As a ballistic back material, it serves two major purposes, to simulate a tissue response under the point of impact (penetration effects) and as a recording medium to mark the extent of back face deformation (deformation effects). It is an oil-based modeling clay, known as the gold standard ballistic clay and serves as the designated backing material for the ballistic assessment of helmets and hard and soft armors for the U.S. Army (DoD, 2008), ;[2-7]. The current U.S. Army Test Operating Procedures (TOPs) and Internal Operating Procedures (IOPs) clearly states Roma Plastilina No. 1 as the ballistic backing material to be employed. Additionally, Roma Plastilina No. 1 is used by other Department of Defense (DoD) agencies and the National Institute of Justice for armor testing. ASTM International has also developed standards for instituting the use of Roma Plastilina No. 1 for the ballistic backing material; it creates consensus and improve performance in ballistic testing across armor testing facilities. No suitable substitution is accepted for Roma Plastilina No. 1 by the ballistic testing community. Clay is used for ballistic testing of items that are directly sent to theater, and without this product Aberdeen Test Center (ATC) is unable to carry out the body armor mission.
