4. Authority:

X FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b)(1)Brand Name

5. Reasons for Authority Cited:

The Software Engineering Center’s (SEC) Operations Directorate Graphics Team requires the Ricoh C5200 printer to allow us to print a large quantity of work in a short period of time. This will save us time and money, especially in situations where last minute changes and/or short suspense timelines are required. The SEC Graphics Team is responsible for the creation of large quantities of programs, table tents, brochures and handouts for SEC and CECOM events. This printer will allow the Graphics Team to tackle challenging demands in the tightest deadlines by keeping jobs in-house.

The Ricoh C5200 laser printer monitors image quality continuously and recalibrates when necessary, automatically protecting the overall quality of every piece that goes out your door. Currently, the Graphics Team has experienced problems when printing on thicker stock paper. These problems have directly impacted delivery schedules and costs due to projects having to be reworked. The Ricoh C5200 printer includes better handling paper features that will allow us to print on thick stock (up to 360 gsm) up to 13" x 19.2" in size to produce signage and handouts. It can also produce unique postcards and envelopes by feeding coated and textured paper through optional media trays. Other key features of the Ricoh includes binding and folds at large quantities from programs, brochures and booklets which are in high demand for us.

When comparing production quality printers, three in the same class were reviewed;

The Ricoh C5200, the Canon imagePRESS C65, and the Xerox Color C60 Printer. The Ricoh C6503 was also brought to our attention as a candidate. However, it is classified as an office printer, not a production printer and doesn’t have the modular expandability of the C5200. Of the three production printers considered (Ricoh C5200, the Canon imagePRESS C65, and the Xerox Color C60), the Ricoh C5200 is the only product that meets the Graphic Team’s mission needs.

The Ricoh C5200 can handle the highest recommended monthly volume (150,000 impressions). It could handle the heaviest paper weights (14lb bond to 100lb cover). It could handle the most paper capacity (8,250 sheets). It has the most options for paper output size (5-1/2 x 8-1/2/13 x 19.2). It has the largest data storage capacity without purchasing additional memory (4-GB RAM, 640-GB HD). The Ricoh “finisher” has the most options for the type of work we require (two trays (250/2,000), 65-sheet stapling and V-folding up to 20 sheets (80-page booklets); Z-fold, half-fold/print inside, half-fold/print outside, letter fold-in/print inside, letter fold-in/print outside, letter fold-out, double parallel/print inside, double parallel/print outside, gate-fold/print inside and gate-fold/print outside with FD4000 multi-folding unit. The C5200’s control panel includes required features which the Canon and Xerox models did not. These features include:

editing, job time status, timer, Simplified display; auto color calibration; Bates numbering; color erase/convert/overlay; background numbering; preset, user, date and text stamps. The Ricoh 5200 also utilizes the Fiery Controller which has a 2.9GHz processor, as compared with Zerox’s 2.7GHz processor. The increased processor allows for higher performance output.

The SEC Graphics Team is a high visibility section supporting SEC and CECOM.

Based upon the aforementioned feature advantages listed above, acquiring one of the other printers in the same class reduces our ability to print a large quantity of work in a short period of time. It should also be noted that the APG Garrison Graphics/Print shop has gone away, thus we are anticipating a higher volume of customer requests for services.

Failure to purchase the Ricoh 5200 production laser printer will result in The Software Engineering Center’s (SEC) Operations Directorate Graphics Team inability to maintain current and future operations. Without the requested full production printer and modules the Graphics team will not be able to support their increased mission resulting from the elimination of the Aberdeen Proving Ground (APG) Garrison Graphics/Print Shop. Their inability to meet the increased printing and graphic requirements will have direct effects upon all organizations and activities located at APG resulting in significant cost increases as projects will be required to be outsourced to meet timelines.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

Requirement to post justification in accordance with FAR 13.105(c):

X Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

7. Market Research: Online research was conducted by the SEC Graphics Team in November of 2017, comparing entry level production printers of the same class. The contenders were the Ricoh C5200, the Canon Image Press C65, and the Xerox Color C60 Printer. The products are available commercially. When it became evident that the Ricoh had the edge in price and features, we submitted a CHESS request for information (RFI) and received one response from MICROTECH, a CHESS Vendor, as well as a GSA Schedule Quote from Ricoh Federal Services (Large Business).

8. Other Facts: N/A
