ATC Spectrum Monitoring System Software and Firmware Technical Support
1. Summary of ATC Spectrum Monitoring System and Capabilities ATC has acquired a test center leading comprehensive spectrum management system. This system provides spectrum management and test support personnel with:
· Mobile spectrum management vehicles
· Two four-wheel drive Sprinter van with 3 KW diesel AC generators and crew accommodations
· Stand-up working height with two DOT approved operator stations and large screen monitors
· RF emitter Angle-of-Arrival direction finding / geo-location from 20 MHz to 18 GHz
· Spectrum monitoring from 10 MHz to 18 GHz
· Long duration continuous spectrum recording systems from 9 KHz to 18 GHz – Up to 14 hours
· Spectrum management software including spectrum analysis tools
· Datalink capability
· Transportable spectrum management systems
· One RF emitter Angle-of-Arrival direction finding / geo-location from 20 MHz to 18 GHz
· Two long duration continuous spectrum recording 9 KHz to 18 GHz – Up to 14 hours
· One with RF playback capability
· Spectrum management software including spectrum analysis tools
· Can have datalink capability
· Signal Analysis Workstations
· Three signal analysis workstations with large RAID arrays (2 @ 64 TB and 1 @ 84 TB) dedicated to RF spectrum usage analysis, interference analysis, and RF propagation modeling and correlation with field measurements
· Base-wide spectrum management software (RFeye Monitor, Map, and Site) – for real time spectrum monitoring, emitter geolocation, and historical analysis
· One server with 16 TB RAID array hosts Monitor software that aggregates and reports RF spectrum occupancy as well as other spectrum management RF environment parameters of interest
· Control all RF monitoring systems to geo-locate RF emitters using Angle-of-Arrival (AoA) and Time-Difference-of-Arrival (TDOA) direction finding methods
· Establish baseline spectrum use with automatic alarms of unauthorized signals
· Archive storage for spectrum and recorded signal data
· Spectrum monitoring nodes
· Fourteen spectrum monitoring nodes – 10 MHz to 18 GHz that can be integrated to provide RF emitter geo-location using Time-Difference-of-Arrival.
· Rugged enclosures with integral antennas for remote spectrum management
· Eleven nodes are installed permanently on towers to provide base-wide spectrum monitoring and emitter geolocation, and three are reserved for support of safari RF monitoring missions
· Document baseline RF environment in test areas and monitor for unexpected transmissions This system gives ATC the ability to manage the RF environment for test areas throughout the base, record the RF environment during testing of unmanned ground system, and create a long-term record of actual RF spectrum use to support planning and analysis of the impact of future spectrum reallocation proposals.
2. Total Investment to-date: Approximately $4.75 Million.
3. Current System Status and Need for Technical Support Contract The system was acquired with a 12-month all-inclusive hardware and software warranty. This included return to factory hardware warranty, software updates, on-demand help desk, and US based technical support. Software updates are released approximately every quarter and include new features, enhanced capabilities, and bug fixes. The hardware warranty, software updates, and technical support coverage for the equipment and software at ATC expired at various times from March to September 2016. Calibration support also expired, although ATC has been able to arrange for calibration of some of the equipment. At this time, the software used at ATC is several releases out of date, including security related updates. CRFS has continued to provide on-request help desk support although it is not being funded to do so. System software and hardware configurations are managed by ATC personnel. While under support from CRFS a US based application engineer was provided with an ATC provided laptop with software to allow remote access to all nodes and arrays. This made it possible for CRFS to provide on-call remote diagnosis and support. Due to expiration of warranty coverage, with no replacement contract, the computer had to be returned and this support is no longer being provided.
4. ATC Spectrum Monitoring System Software and Firmware Technical Support includes:
The contractor shall provide non-personal US based technical support with access to ATC RF LSN to support troubleshooting and render other assistance as required.
As an absolute minimum, the remote technical support component is needed to allow CRFS real time access to the nodes and arrays to troubleshoot and speed resolution of problems that may adversely affect assigned developmental test support mission requirements.
5. Government Furnished Equipment:
· To grant CRFS remote access to ATC RF monitoring instrumentation located on the ATC RF LSN via VPN a Government furnished current generation laptop PC loaded with AGM Windows Operating System will be provided by ATC.
· CAC cards for each support individual and local administrator assigned to this task by CRFS will be issued at the direction of ATC.
6. Security:
· The contractor shall comply with the requirements identified in the Contract Security Classification Specification (DD Form 254) prepared by ATC and issued by the Contracting Officer.
· All contractor personnel who provide technical support under this contract will be administering the RF Logically Segregated Network. To perform this work such personnel shall possess a favorable Single Scope Background Investigation (SSBI) and possess a minimum of a SECRET clearance.
· Contractor personnel shall not report to work until, at a minimum, an interim SECRET clearance is granted.
· All contractor employees working on this contract shall be registered in the Defense Enrollment Eligibility Reporting System. Once the registration is completed, contractor employees requiring computer access shall be required to apply for a Common Access Card (CAC) using the Trusted Associate Sponsorship System (TASS) at the following web address: https://www.dmdc.osd.mil/tass. Once that is completed, the Contracting Officer’s Representative will enter the required information in TASS and then the contractor employee can report to the local APG badging office to be issued a CAC.
7. Government Required Information Technology Training/Certification:
Included in the firm fixed price cost is the Government’s reimbursement to the contractor for one employee to complete the training and certification in CompTIA Security+ which is required in order to qualify as an ATC Local Administrator which is a mandatory pre-requisite before the Government can grant a contractor access to any computers located on the ATC RF LSN. Any retraining needed due to contract employee departure will be at the contractor’s expense. In addition, copies of training certificates shall be presented to the Contracting Officer’s Representative as proof of training completion, as required.
8. Firm Fixed Price Cost (including Labor and Other Direct Costs consisting of CompTIA Security+ training, certification exam, and continuing education unit fees for the contractor’s Local Administrator assigned to this contract):
· US based remote technical support with ATC RF LSN access via VPN and government furnished computer as described above for a period of two years from date of award: $ 20,670.00
· Option One for a period of twelve months commencing twenty-four months from date of award of base contract: $ 10,634.00
