Performance Work Statement (PWS)

Portable Coordinate Measuring Machine (7 Axis Articulating Arm w/ Laser Scanner)

1. General:

This contract will cover the purchase of Portable Coordinate Measuring Machines (CMM) (7 Axis Articulating Arms w/ laser scanners).

2. Background:

The Materials and Measurements Test Branch (MMTB) is part of the Aberdeen Test Center (ATC). The Branch supports the entire Test Center with materials testing as well as metrology measurements. In order for the materials testing to be useful and relevant, the MMTB must keep abreast of technology improvements and understand current equipment limitations. The MMTB is tasked with measuring Back Face Deformation (BFD) produced by ballistic events on body armor and helmets. The current articulating arms w/ laser scanners were purchased in 2008 & 2009, and are now at the end of their manufacturer’s support life. Replacement arms and lasers are required to continue the mission of measuring BFD.

3. Scope:

The scope of this contract is to purchase a complete set of articulating arms and laser scanners.

4. Place of Performance:

The measurement systems will be used in various areas at ATC, but mainly in the MMTB lab located in building 400 and at the Light Armor Range Complex (LARC), APG, MD.

5. System Requirements:

a) Equipment Requirement

· Portable CMM articulating arm, 7-axis, 2.5 meter arm with blue light Laser Line Probe is required to capture 3D surface measurement data (X, Y, Z).

· The laser must be removable to allow the operator to use the arm to collect touch probe data only. Many situations only allow space for a touch probe, whereas if the laser were attached, it would not be possible to access small enclosed areas to take measurements.

b) Minimum Equipment performance requirements

Arm Performance

· System must have a Single Point Articulation Performance Test of 0.025 mm or better in accordance with ISO-10360

· System must have a Volumetric Maximum Deviation of 0.035 mm or better in accordance with ISO-10360

Laser Performance

· The laser performance in combination with the arm must be 0.055 mm or better in accordance with ISO 10360

· Point collection rate of 500,000 points/sec or better

· Have an arm length of 2.5 meters

· Robust laser data collection technology. Must be able to scan difficult textures and colors, i.e. shiny, black, and white

· Minimum of 120mm Laser Line Width at the far field

c) Must be Certified and Supportable with Annual Calibration and Repair Contracts Available

· Equipment must be certified with the applicable ISO 10360

· Must offer annual calibration, maintenance, and repair services. All services shall be completed in 2.5 weeks or less including shipping the instrument back to ATC

d) The Equipment must have Quick Setup and Flexibility

· Able to remove handles and lasers to utilize touch probe in tight spaces and around corners

· Able to setup and verify the system performance within 30 minutes

e) The Equipment must be Compatible with the Following Software Products

· Geomagic

· PolyWorks

· Spatial Analyzer

f) The Equipment must be Compatible with Existing Hardware in Facilities

· Mounting fixtures (Brunson surface mount adaptor with 3-½”-8 external thread)

· Faro arm base mounts

· Ballistic protection shielding enclosure: A steel “shed” with door to protect the equipment from flying debris due to ballistic rounds striking the test items. The measurement arm must not exceed the height of the existing door.
