TECHNICAL REQUIREMENTS

High definition video telemetry systems

GENERAL: Aberdeen Test Center (ATC) is requesting the procurement of four high definition video telemetry systems. The high definition video telemetry systems shall provide the means for the real time remote viewing of high definition weapon & sight video cameras while systems such as the STRYKER 30mm, USMC Amphibious Combat Vehicle, Abrams M1A2SEPv3 and Bradley M2A4 are under test. This is for test safety purposes in addition to real time engineering assessments. The systems desired for procurement are identical to ones already owned and operated by Aberdeen Test Center, procured via contract W91ZLK-16P-0324. The systems must be capable of telemetering the increased resolution of the high definition video camera signals, provide low or no-loss compression (MPEG-2 and MPEG4) with minimum latency for each sensor (camera) HD-SDI signal, provide forward error correction for each sensor signal, digitize each sensor signal and receive, decode and output the decompressed high definition video. A four input diversity receiver unit shall minimize video telemetry dropouts from destructive multi-path and temporary blockages between transmitter and receiver.

The high definition video telemetry system shall meet or exceed the following specifications.

1. Interoperate in close proximity with the existing VISLINK high definition video telemetry systems without any modifications whatsoever being required of the main units.

2. Capable of transmitting and receiving one high definition video or a pair of standard definition videos, interoperable with existing VISLINK equipment in use over the frequency range of 4.4 to 5 GHz.

3. Utilize industry standard compression algorithms MPEG-2 and MPEG4, selectable by the operator.

4. Transmitter capable of operating from 12 – 32 volt dc power.

5. Transmitter capable of operating at two different RF output power levels, selectable by the operator.

6. Serial and Ethernet ports shall be provided for means of operator setup and control.

7. A touchscreen panel display and interface shall be provided on the transmitter and receiver units for the operator to view and change settings, as required.

8. Transmitter exterior volume shall not exceed 48cu-in.

9. Receiver mountable in a standard 19” equipment rack powered from standard AC utility power.

10. Each receiver unit shall be capable of utilizing and providing power for, four frequency down converter units.

All cabling to interconnect the system components shall be included, as required.

Manuals: Manuals/electronic storage devices containing operating and maintenance instructions and drawings/schematics will be provided, as required.

Warranty: A manufactures warranty covering all hardware and software for a minimum of one

(1) year from date of delivery shall be included.
