STATEMENT OF WORK (SOW)
TECHNICAL REQUIREMENT
High Performance Pan & Tilt Positioner GENERAL: Aberdeen Test Center (ATC) requires the procurement of six (6) high performance Pan & Tilt Positioners. These new units shall replace obsolete worn out existing similar ones currently owned and operated by ATC which were procured in previous years. As ATC continues to migrate from analog standard definition video cameras to High Definition – Serial Digital Interface (HD-SDI) types, and telemetry operations migrate from upper L band to C due to AWS-3, new high performance Pan & Tilt Positioners are required to keep the cameras and receiving antennas properly aimed at the systems under test on various test courses and firing ranges. This procurement seeks to procure six (6) MOOG QPT-90 high performance Pan & Tilt Positioners with required options, brand name or equal to MOOG. The positioners are built to order based on the selected and customized options. Final configuration is completed by the manufacturer.
The high performance Pan & Tilt Positioners being sought shall be equal to or exceed the capability and specifications listed below, when compared with the MOOG model QPT-90 with the associated required options to meet the following salient requirements:
1. Capable of handling payloads with a minimum load torque of 90 lb-ft.
2. One Radio Frequency (RF) pass-through joint with 18GHz bandwidth, at a minimum and a minimum of three additional pass-through payload interfaces for Ethernet, video and power signals.
3. Integrated high definition video camera with HD-SDI 1080p output.
4. Integrated remote controllable zoom lens with magnification of a minimum of 30x.
5. Remote controllable pan speed range of 0.005 to 45 degrees per second.
6. Remote controllable tilt speed range of 0.005 to 20 degrees per second.
7. All remote functions controllable via RS-422/4-wire 485 interface.
8. Unit shall meet IP66/67 environmental protection standards with a white exterior corrosion resistant finish.
9. Control protocol shall be MOOG Quickset or a protocol compatible with MOOG Quickset.
10. L brackets shall be provided and attach to sides of tabletop.
11. Unit shall be fully operable over the temperature range of -30 to 55 degrees Celsius.
12. Positioner repeatability within +/- 0.05 degrees.
13. Joystick controller console for manual remote control of all functions by operator.
14. Unit shall have adjustable soft limits with default values of +/- 90 degrees for Pan; +/- 45 degrees for Tilt.
Manuals: Manuals/electronic storage devices containing operating and maintenance instructions and drawings/schematics shall be provided.
All equipment listed above shall be delivered to the receiving warehouse address listed below.
Receiving Warehouse Address:
U.S. Army Aberdeen Test Center (ATC) 400 Colleran Road, Bldg 358 Aberdeen Proving Ground (APG), MD 21005 Attn: Mr. Sam Marderness, Aberdeen Proving Ground (APG), MD 21005 Delivery shall be F.O.B. Destination.
