Site Visit Minutes Solicitation W91ZLK-16-T-0066 ATC Stationary Engine Upgrades 30March2016 (1:00PM EST)

A site visit was conducted by SSG William Yongue, Contract Specialist for ACC, on 30 March, 2016 to the secure area of Aberdeen Proving Ground where the UTF, LWE, and BCS engines are located. Interested parties in attendance were escorted by the Government to three locations and were able to visually look at the engines listed in the PWS and ask questions to ATC personnel on site. The following questions were asked. The Government also determined that the Period of Performance would be amended to 1 year from date of award.

The Bridge Crossing Simulator(BCS) is currently not set up to work under load, however, the Engineer on-site stated that it will be set-up for load testing again around mid-June which should last 4 to 5 months.

The Littoral Warfare Environment(LWE) engines are set up to run a wave simulator typically are not run at 100% load for the simulations required by the Aberdeen Test Center(ATC). ATC will determine what the testing load shall be and provide that information to the Contractor for EPA approval prior to emissions tests being conducted.

UTF Engine

1. Were any past emissions testing completed?

No. (same for all engines)

2. How often is maintenance conducted?

An annual PM is done

3. Is there access to Power on-site?

It is limited, contractor shall be prepared to provide own power source

4. Does the Government want the insulation extended up to the catalyst?

Yes, we will amend the PWS to include this and interested contractors should cover this in their bid LWE Engines

1. What is the index rate for the scenario under which we can test emissions under load for 1 hour at a time?

Will be determined by Government prior to execution of testing in order to allow Contractor to submit proposed testing regimen to EPA for approval

2. What type of fuel/oil is used?

Engines have always been run on diesel fuel with vegetable hydraulic oil(the hydraulic oil has limited the external temperatures under which they’ve been operated for testing)

3. The roof access was roped off, can access be provided for testing?

Yes, but not while engines are running for safety reasons

4. Is there access to power with 480 hookup available on-site?

No, only 110 hookup is nearby BCS Engine:

1. It looks as if the muffler may need replaced?

If determined necessary it can be brought to the attention of the COR for determination if additional funding will be provide to cover any parts/maintenance not covered in the contract.

ALL:

1. Can pictures of the front and back be provided?

Yes, we will try to take pictures and have them screened by ATC Security so they can be uploaded to solicitation amendment as soon as possible, however, the Government does not intend to delay close of Solicitation if pictures are delayed.
