PERFORMANCE WORK STATEMENT
Mars Labs Signal Conditioning and Data Acquisition System Annual Calibration Maintenance and Repair Service Contract
C.1 GENERAL:
C.1.1 SCOPE: This procurement is a non-personal services contract for the maintenance and repair of existing mission-critical signal conditioning and data acquisition system equipment located at Aberdeen Test Center (ATC) Aberdeen Proving Ground, MD.
C.1.2 BACKGROUND: Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items. Testing is conducted on full systems, as well as system components and includes such items as combat and general purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, bridges and robotics.
Signal conditioner is an instrument that manipulates an analog signal in a way that prepares it for the next stage of processing to a digital signal. Many applications involve environmental or structural measurement, such as temperature and vibration, from sensors. These sensors, in turn, require signal conditioning before a data acquisition device can effectively and accurately measure the signal. Data acquisition equipment processes sampling signals that measure real world physical conditions and convert the resulting samples into digital numeric values that can be manipulated by a computer. Data acquisition systems (abbreviated with the acronym DAS or DAQ) typically convert analog waveforms into digital values for processing.
ATC maintains an inventory of electronic signal conditioners and data acquisition systems to capture engineering data during test operations. In order to ensure the accuracy and repeatability of the engineering measurements, annual calibration procedure with traceability to a national standard, must be performed on the equipment used.
This contract will provide the calibration, maintenance and repair service to the Original Equipment Manufacturer (OEM) specifications of the Government-owned Signal conditioning and Data acquisition equipment at ATC.
C.1.3 PERIOD OF PERFORMANCE: Service contract shall be in effect for a period of one year base period from date of award, plus two option years.
C.1.4 PLACE OF PERFORMANCE: Performance shall take place at the contractor’s facility.
