Edgewood Chemical Biological Center (ECBC)

Forensics Analytical Center (FAC)

Aberdeen Proving Ground, Maryland

Statement of Work (SOW) for the Purchase of a Bruker Biospin Quadrupole Resonance

Inverse (QCI) Detection Cryoprobe

14 SEPT 2015

1.0 General: Purchase and delivery cryogenic probe for 500 MHz Bruker Advance III HD

NMR spectrometer.

1.1 Introduction: The United States Research, Development and Evaluation Command’s

(RDECOM) Edgewood Chemical Biological Center (ECBC) Forensics Analytical Center

(FAC) requires the procurement of a Bruker Biospin Quadrupole Resonance Inverse

(QCI) Detection Cryoprobe for a Bruker 500 MHz NMR Spectrometer. This instrument addition has a unique set of features to identify organophosporus compounds, such as pesticides and Chemical Warfare Agents (CWA), in complex matrices to help the ECBC-

FAC continue to be world leader in CWA analysis. The QCI is also optimized for structural studies of proteins and metabolites from CWA and Biological Warfare Agent

(BWA) exposure. The QCI works by cooling the sample to decrease the background signal and thus allowing the analyte signal that would otherwise be obscured to be observed. The QCI is the only cryoprobe that can be used with the Bruker 500 MHz

NMR Spectrometer in the laboratory due to software and hardware compatibility.

1.2 Contract Type: A single award, Firm Fixed Price (FFP) contract will be awarded for this effort.

2.0 Applicable Documents and References: The contractor shall be compliant with all applicable documents, policies, regulations, directives, etc. including, but not limited to, the following:

Information Technology

Required

AR 25-2 Information Assurance Required

AR 340-21 Army Privacy Program

AR 380-5 DA Information Security Program and the

AMC Supplement

Required

AR 380-67 Personnel Security Program Required

AR 735-5 Policies and Procedures for Property

Accountability

2.1 Applicable Regulations, Publications and Policies: Contract functions shall be performed in accordance with AR 25-1 Army Information Management and AR 25-2

Army Information Assurance. All services and supplies provided under this contract shall comply with the Clinger-Cohen Act, Section 508 of the Rehabilitation Act of 1973, as amended (29 USC 794d), and shall meet the applicable accessibility standards at 36

CFR Part 1194. Other regulations, publications and policies are applicable as shown elsewhere in the Statement of Work (SOW) and in the contract. Most publications can be accessed from the Internet at http://www.apd.army.mil. The Government will provide those publications not available on the web site.

3.0 Scope of Requirement

3.1 Cryogenic Probe: The Contractor shall provide a Bruker Biospin Quadrupole

Resonance Inverse (QCI) Detection Cryoprobe for a Bruker 500 MHz NMR

Spectrometer.

3.2 This new probe is optimized for inverse detection for advanced NMR experiments pertinent to the OPCW proficiency test.

3.3 An additional preamplifier, required for this probe, will allow quadruple resonance experiments.

3.4 The purchase includes an automatic tuning and matching accessory, which will allow multiple experiments to be run via macros on different nuclei.

3.5 The purchase also includes a shaped sample tube and shuttle for shaped sample tubes, which together allow the analysis of samples with high salt content (lossy).

4.0 Delivery:

Shipping shall be FOB destination to the following address:
