5. Contracting Activity:U.S. Army Contracting Command – Aberdeen Proving Ground
Tenant Division

ATTN: CCAP-SCG

APG, MD 21005

6. Description of Action: Approval is requested to waive competition for a six (6) month extension of services pursuant to FAR Clause 52.217-8, Option to Extend Services and FAR 8.405-6(a)(1)(i)(C). The six (6) month extension will be Firm-Fixed Price (FFP) and purchased off GSA Schedule GS-10F-0299P citing Fiscal Year 2015 Operations & Maintenance, Army (OMA) funds. The period of performance for the order will run from 24 September 2015 – 23 March 2016.

The contractor is Dynamix Corporation.

7. Description of Supplies/Services: This action is for the procurement of GIS support services designed to support the capture, management, manipulation, analysis, modeling and display of geospatial information. GIS support services support installation management programs at APG, MD including, facilities planning and management, environmental program management, fire/police services and Antiterrorist and Force Protection planning, as well as other functions within the installation.

The requiring activity is the U.S. Army Garrison, APG, MD.

8. Authority for Justification: IAW FAR 8.405-6(a)(1)(i)(C). “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”

The six (6) month extension is a logical follow-on to GSA Order W91ZLK-12-F-0108 and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued through sole-source or limited-source procedures.

9. Reason for Authority Cited:

Utilizing Dynamix Corporation located at 9111 Edmonston Road, Suite 100, Greenbelt, MD 20770 for the continuation of GIS support services is important and necessary for the following reasons:

The Directorate of Public Works (DPW), Master Planning and Real Property Division determined that the most efficient approach for the future of the Garrison GIS Program was to hire a dedicated Federal civilian to review and document the processes, workflows and requirements of the current program and use that information to revise the contractual requirements in order to better meet the Government’s mission. The position has been filled, but a longer than anticipated transition period was necessary. The six month extension to the current GSA order was issued accordingly while the Government completes the revised requirements package.

Without continuous GIS support, the Government would experience difficulties finding correct data and maps. Data would rapidly become out of date, incomplete, and inaccurate. There is also a potential that outdated and different data sets and maps would result in incompatible formats, definitions, and scale. Without continuous GIS support in place maps and data would need to be combined for one-time use which is time consuming, difficult and costly. Finally, without continuous support, the DPW would not be able to load and update GIS data layers nor would the Government be able to backup and restore data and upload data to Army Mapper.

10. Actions to Increase Competition: The Directorate of Public Works, Master Planning and Real Property Division intends to re-procure GIS services after the (6) month extension through the Baltimore District, US Army Corps of Engineers Planning Division. The effort will be competitively bid and issued under the Baltimore District’s Master Planning Multiple Award Task Order Contract, Indefinite Delivery/Indefinite Quantity Contract.

11. Market Research: Market Research was not conducted amongst GSA schedule holders for the issuance of a six (6) month extension pursuant to FAR Clause 52.217-8, Option to Extend Services.

12. Procurement History: GSA Order W91ZLK-12-F-0108 was solicited as a 100% HUBZone small business set-aside and was awarded on 28 August 2012. Award was made to Dynamix Corporation under GSA Schedule GS-10F-0299P. The order was issued for one (1) base year and two (2) option years. The GSA order contained FAR Clause 52.217-8, Option to Extend Services, however, the price for the six (6) month extension was not solicited nor evaluated as part of the Government’s initial evaluation.

13. Contracting Officer’s Determination:

I hereby determine that this order represents the best value to the Government.
