Limited Sources Justification or Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold (Simplified Acquisition Threshold is $150K)

1. Contracting Activity: Control Number: 15-281; The Department of Medicine/Cardiac Catherization Lab, William Beaumont Army Medical Center, (WBAMC) is requesting approval of a sole source contract to TIDI CFI Products LLC for Zero Gravity Monorail Hinged Swing Arm. Required Delivery Date: 25 September 2015

3. Description of Supplies/Services: The total estimated value of the proposed action is $89,800.00. (1) each Zero Gravity Monorail Hinged Swing Arm, (1) each Installation and (1) each Shipping and Handling.

4. Authority Cited:

xx (a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

5. Reason for Authority Cited:

a. The Zero Gravity radiation protection includes a garment that contours to the physician while providing protection from radiation during procedures. Additionally, the garment is supported by a suspension component that reduces a portion of weight of the garment for the physician.

b. Zero Gravity is a suspended lead protection that is ceiling mounted rail. The protection needed is from head to lower extremities. The system clips onto the Physician by magnate so that there is constant protection if the Physician needs to shift body position but also allows them to disconnect from it with ease.

c. The Zero Gravity provides maximum radiation protection of conventional apparel resulting in a healthier experience for William Beaumont Army Medical Center (WBAMC) physicians and patients.

d. The suspended body shield provides freedom of movement for the physician and can easily be engaged or disengaged relative to use of radiation while maintaining sterility.

e. The system eliminates body strain inherent to conventional protective apparel relative to our patient’s back, neck, shoulders, hips, knees and ankles.

f. Radiation is used to perform many medical diagnostic and therapeutic tests and procedures. Medical, veterinary, or research personnel may be involved in the performance of these procedures. These professionals are being exposed to scattered radiation as they perform their work. The long-term effects of this exposure are poorly understood at the present time, but are considered serious enough to warrant mandatory protection for operators, who are required to wear garments or barriers that contain materials, which absorb a significant proportion of the radiation. In order to properly treat patients, operators require freedom of motion. Providing a personal radiation protection garment that properly protects operators, while allowing operators to move freely and comfortably, presents a significant challenge for medical operators in radiation environments. The Zero Gravity provides the operators or physicians in (WBAMC) with the best results.

g. This application is a continuation of U.S. application Ser. No. 12/099,077 entitled “System And Method For Providing A Suspended Personal Radiation Protection System” filed on Apr. 7, 2008 now U.S. Pat. No. 7,973,299, which claims the benefit of U.S. Provisional Application No. 61/022,174 entitled “Suspended Radiation Protection for Protection of Worker” filed on Jan. 18, 2008, the disclosures of which are incorporated herein by reference.

6. Actions to Increase Competition: Due to the urgency of this requirement but WBAMC will invite any and all vendor’s interested in doing business with us provided there products are compatible or equal to the Zero Gravity Monorail Hinged Swing Arm .

7. Market Survey: Market research has been conducted by searching the System for Award Management (SAMS) at www.sam.gov under NAICS Code 339113 (Surgical Appliance and Supplies Manufacturing).
