SOURCE SELECTION INFORMATION
(See FAR 2.101 and 3.104-4)
Justification and Approval For Other than Full and Open Competition
1. Contracting Activity: This requirement is for Bassett Army Community Hospital (BACH), Fort Wainwright, Alaska. The contracting office is Western Regional Contracting Office.
2. Description of Action: BACH is requesting approval of a Sole-Source bridge contract to Beckman Coulter, Inc. for a base only contract (1 Oct 13 to 30 Sep 14) for LH750 Hematology System equipment and reagents.
3. Description of Supplies/Services: The current contract, W91YU0-08-P-0447, currently provides a Beckman Coulter LH750 hematology system equipment and reagents. This 5-year contract completely expires on 30 Sep 13.
BACH is in the process of market research for a new hematology analyzer system; however, a new contract will not be awarded prior to expiration of the contract awarded to Beckman Coulter. From the time WRCO is notified of a contract requirement, it takes approximately 5-6 months from RFQ through award and another 2-3 months for equipment installation and validation before patient reportable testing can begin. Therefore, it is in the Government’s best interest to issue a new sole-source bridge contract to Beckman Coulter, Inc. (DUNS 15310070, CAGE 0HWD8) for uninterrupted continuation of hematology equipment and testing. The acquisition cost is:
$58,257.04.
