JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL
AND OPEN COMPETITION
1. Contracting Activity: This acquisition is for William Beaumont Army Medical Center (WBAMC), TX. The contracting activity is Western Regional Contracting Office, Tacoma, WA.
2. Description of Action: WBAMC is requiring a new sole source contract to Alter G for a M320 anti-gravity treadmill system with AlterG Shorts. The proposed contract will be awarded in the amount of $39,525.00.
3. Description of Supplies/Services: This anti-gravity treadmill provides enhanced rehabilitation and functional recovery for various injuries. The anti-gravity treadmill technology provides unrestricted mobility and full range of motion of lower extremities.
The unique air pressure technology keeps patients in place which supports laterally and prevents falls. The rehabilitation treadmill uses differential air pressure, which eliminates the need for a restrictive overhead harness to permit un-weighting the body during rehabilitation up to 80% in precise one percent increments. Further, due to space constraints the treadmill provides a narrow footprint.
4. Authority Cited: IAW FAR 6.302-1 – Only one Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements: 10 U.S.C. 2304(c)(1).
5. Reason for Authority Cited: AlterG is currently the only company offering anti-gravity air pressure control chamber technology. The M320 anti-gravity treadmill air pressure controlled chamber gently lifts the patient reducing body weight pressure. This unique technology enhances recovery of the rehabilitation process by enhancing early controlled weight bearing, maximizes transition to running activities, permit use of high training volumes and intensities while minimizing joint reaction forces and impact on tendons and ligaments
6. Efforts to Obtain Competition: Market research will be conducted on a continual basis for future anti-gravity treadmills as technology becomes available.
7. Actions to Increase Competition: The notice required by FAR 5.201 will be published.
8. Market Research: Market research indicates the M320 anti-gravity treadmill system is exclusively offered by AlterG, Inc.
9. Interested Sources: The notice required by FAR 5.201 will be published.
10. Fair and Reasonable Cost Determination: The cost of the M320 anti-gravity treadmill system is considered to be fair and reasonable based on previous history of pricing for similar products.
11. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
