4. What is the Current Contract # and who is the current Supplier?

8. What are the period of performance dates for each contract year? These are not expressly stated in the RFQ however "Delivery On Or Before Delivery Date 30 Sep 2026" is notated.

The delivery periods start 1 October to 30 September.

9. Will the GOV please add a CLIN for Annual Inspection of GFE Tank, being the RFQ states "Contractor shall provide report of annual inspection," or will the GOV utilize Purchase Card for this inspection service Annually?

Annual Inspection CLIN added.

10. Is the "50 inches" notated in the bid in reference to the re-order point?

NO PLANS FOR CONSTRUCTION

17. What are the procedures to schedule a site visit with the facility to observe GOV Owned Tank site conditions?

No site visit necessary, pictures provided of the tanks and end of document.

18. How will the facility handle emergency deliveries that are irrespective of telemetry and not due to fault of contractor? Emergency deliveries are mentioned only once in the Product Description and only with "in the event there is an emergency delivery needed; the order will be placed by the COR/Alternate COR only. This could be at any time not previously stated."

Emergency delivery fee CLIN added.

19. What is the GOV's expectation for the required quarterly reports regarding maintenance without a formal technician visit to notate potential issues? A delivery driver is not a repair technician and does not inspect the site for potential issues other than issues that hinder the ability to complete an Oxygen fill or something critically safety related.

4.2 "Contractor shall provide quarterly reports of any required maintenance services needing performed by the Medical Treatment Facility (MTF), if applicable"

20. How does the GOV anticipate handling costs associated with repairs of GOV owned tanks or the system as there are references in the bid to maintenance/repairs but no CLIN with which to account for costs associated with dispatching a technician to site to observe the issue (does not include parts or labor)? Recommend adding a CLIN for technician deployment to site to observe the issue (typically up to 8 hours on site but does not include parts or labor).

Government will perform maintenance and repair the tanks as needed.

21. What are the technical submission requirements given Technical Capability is an Evaluation Factor?

(b) Technical Acceptability: Offer will be found technically acceptable if the offer meets the requirements specified in the solicitation.

(1) Acceptable: The offerors shall meet the submission of offers instructions set forth in the solicitation.

(2) Unacceptable: An unacceptable rating will be assessed on any offeror that presents items that demonstrate any of the following:

(i) Failure to meet the submission of offers instructions set forth in the solicitation.

(ii) Failure to explain how your company will meet the requirement in sufficient detail for the Government to determine whether the items satisfactorily meets the requirements of this solicitation.

22. How is the GOV going to validate that offerors are properly insured for NAICS 325120/221210 - the actual requirement for this work to comply with the RFQ as the only mention of insurance is for delivery vehicles? How do offerors confirm to the GOV that they have the correct type of Liability Insurance, and does this need to be affirmed at the time of bid submission (if not, an awarded firm could be turned down or not be able to afford this coverage in the amounts the GOV requires, respective to NAICS 325120)?

This is important because there are very few underwriters that will insure small businesses for the distribution of compressed gases and why confirmation of the applicable NAICS is being requested, in accordance with paragraph (a) of FAR 52.228-5 - Insurance Work on a Government Installation - which is not notated in this RFQ but is commonly included in RFQs under 325120/221210.

This requirement is not expected to exceed the simplified acquisition threshold and is not subject to FAR 52.228-5 - Insurance Work on a Government Installation.

23. There are multiple references to Federal/State compliance of the contractor in this RFQ (RFQ references pasted below). Will the GOV please confirm that the required Federal and State of Georgia licenses and certifications applicable to the Offeror must be provided in the name of the Prime Contractor (and cannot be delegated to a subcontractor), which is required of an offeror in order to comply with the FDA/Code of Federal Regulations in order to meet the requirements of the Statement of Work in this RFQ (wholesale distribution of medical-grade oxygen/compressed gases where medical-grade oxygen is defined by the FDA as a prescription drug)?
