Contractor Questions with Government Responses W91YTZ25QA047

Question 1

Is there a particular medical ventilator that meets these specs?

Government Response Question 1

That is why we are soliciting, to see if there is a commercial model. Market research indicates there is.

Question 2

Regarding DFARS 252.211-7003 Item Unique Identification and Valuation, can the DoD confirm that the exception for “CLIN 0001 Ventilator” would also cover the transport pack/case/cover if that item has to be quoted as a separate line item from the portable ventilator itself?

Government Response Question 2

Please quote the Ventilator and any extra parts as one entire CLIN. If it must be quoted separately, then yes, the case would not require a Unique Identification, same as the ventilator.

Question 3:

Would the DoD consider acceptance of TAA-compliant items if a BAA-compliant product is unavailable?

Government Response Question 3

Please follow the direction in DFARS clause 252.225-7001 “Buy American—Balance of Payments Program Certificate” of the solicitation.

Question 4:

In Instructions to Offerors, that reference is made to the SF 1449 form. It is additionally noted as a requirement in Section 1. Documents/ Forms Required. I did not however see the SF 1449 form provided as an attachment with the posted solicitation. Will the SF 1449 be made available?

Government Response Question 4

Please replace the term “SF 1449” with Combined Synopsis/Solicitation. The first page of the SF 1449 was removed and replaced by the synopsis language.

Question 5:

Clarify the required NAICS Code for this request, as both 339112 and 334510 are mentioned throughout the notice. Could you please confirm which code will be used for this solicitation?

Government Response Question 5

The correct NAICS code is 334510. The NAICS code on Page 4 “339112” is not correct.

Question 6:

We need to build an account for the requesting unit. Can you provide the POC data for the customer, or if that is not possible answer the questions below?

1. POC: name, email address, phone number

2. Billing address

3. Shipping address

4. Unit name (Ex: 147th MED BDE, USAR)

Government Response Question 6

This information may be found in multiple locations in the document. Any further information will be provided if your quote is found to be technically acceptable and the lowest priced offeror.
