ADDENDUM TO 52.212-2
Paragraph (a) is hereby supplemented with the following:
The Government will evaluate the offeror’s proposal strictly in accordance with its contents. A proposal that is unrealistic in terms of technical quality will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risks of the contractual requirements. Such proposal may be determined unacceptable.
Award will be made using the lowest-price, technically-acceptable approach. Award will be made to the offeror that presents the proposal that possesses all of the following characteristics:
(1) meets the acceptability standards for non-price factors,
(2) conforms to the solicitation, http://www.sam.gov/ http://www.beta.sam.gov/
(3) determined acceptable to the Government,
(4) is from a responsible offer (as defined in Federal Acquisition Regulation Part 9), and
(5) has the lowest price of those offerors meeting the first four characteristics listed here.
Technical acceptability will be determined through an evaluation of the offeror’s technical proposal.
Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate proposals and award a contract without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint.
However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
Evaluation Factors. The following factors will be evaluated:
FACTOR 1. Overall Technical Evaluation A combination of the technical merit and past performance subfactors. Technical merit demonstrates the ability to meet the requirements of the solicitation and past performance rating demonstrate the probability of meeting the minimum past performance solicitation requirements.
Overall Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Proposal meets acceptable ratings for both Technical
Merit and Past Performance sub-factors
Unacceptable Proposal does not clearly meet the minimum requirements for either the Technical Merit or Past
Performance sub-factors
SUB-FACTOR 1A. Technical Merit. Technical merit ratings reflect the Government’s confidence in each offeror’s ability, as demonstrated in its proposal, to perform the requirements stated in the Performance Work Statement and solicitation. In evaluating the proposal risk, the
Government will make an independent judgment of the probability of success, the impact of failure and the alternatives available to meet the requirements.
Contractor must have recognition Qualified Experts (QE) from the following:
• Georgia Department of Health and Senior Services (DHSS)
• Georgia Radiation Control Program (GRCP)
• American College of Radiology (ACR)
• Food and Drug Administration (FDA)
• Meet all Joint Commission training and certification requirements
The following adjectival ratings will be used in evaluating each offeror’s technical merit of their proposal.
Technical Merit Acceptable/Unacceptable Ratings
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Note: To receive consideration for award, a rating of acceptable must be achieved for the technical merit sub-factor.
SUB-FACTOR 1B. Past Performance The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.
Sources of Past Performance Information for evaluation are as follows:
• Past performance information provided by the offeror, as solicited;
• Past performance information obtained from questionnaires tailored to the circumstances of the acquisition; and
• Past performance information obtained from any other sources available to the Government, to include, but not limited to, Contractor
Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with
Program Managers, Contracting Officers, and Fee Determining Officials.
The following adjectival ratings will be used in evaluating the past performance for each offeror.
Past Performance Acceptable/Unacceptable Ratings
Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown
Unacceptable Based on the offeror’s performance record, the
Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: To receive consideration for award, a rating of acceptable must be achieved for the past-performance sub-factor.
FACTOR 2. Price will be evaluated separately from the technical factor and will be evaluated for fairness and reasonability in terms of:
A. That the prices are consistent with and reflect the efforts associated with services ordered.
B. Options. The Government will evaluate the offer for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
C. Price analysis techniques will be used to evaluate the offeror’s proposal, but will not be scored. Pricing will be evaluated for fair and reasonableness in terms of the Government’s requirements. The Government is interested in proposals that meet the requirements with acceptable risk, at a fair and reasonable price.
