Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate quotes and award a contract without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
Evaluation Factors. The following factors will be evaluated:
FACTOR 1. Overall Technical Evaluation A combination of the technical merit and past performance subfactors.
Technical merit demonstrates the ability to meet the requirements of the solicitation and past performance rating demonstrate the probability of meeting the minimum past performance solicitation requirements.
Overall Technical Acceptable/Unacceptable Ratings

Performance sub-factors
SUB-FACTOR 1A. Technical Merit. Technical merit ratings reflect the Government’s confidence in each offeror’s ability, as demonstrated in its quote, to perform the requirements stated in the Minimum Essential
Characteristics and solicitation.
The following adjectival ratings will be used in evaluating each offeror’s technical merit of their quote.
Technical Merit Acceptable/Unacceptable Ratings
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
Note: To receive consideration for award, a rating of acceptable must be achieved for the technical merit sub-factor.
SUB-FACTOR 1B. Past Performance The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements.
Sources of Past Performance Information for evaluation are as follows:
• Past performance information provided by the offeror, as solicited.
• Past performance information obtained from questionnaires tailored to the circumstances of the acquisition;

Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
The following adjectival ratings will be used in evaluating the past performance for each offeror.
Past Performance Acceptable/Unacceptable Ratings
Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown
Unacceptable Based on the offeror’s performance record, the
Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: To receive consideration for award, a rating of acceptable must be achieved for the past-performance sub-factor.
FACTOR 2. Price will be evaluated separately from the technical factor and will be evaluated for fairness and reasonability in terms of:

MINIMUM ESSENTIAL CHARACTERISTICS
1. Overview: The thyroid uptake is a radiologic diagnostic tool used to determine the thyroid function and pathologies. The dose calibrator is a gas-filled ionization chamber used to measure the ionizing radiation exposure of a given radioisotope. This diagnostic procedure works on the principle of the unstable nuclide of the atom, which tries to attain stability by releasing an alpha, beta, and gamma rays. Both pieces of equipment are required by the Nuclear Regulatory Commission (NRC) for nuclear medicine patients.
2. Equipment Characteristics, Thyroid Uptake: The characteristics and components include;
amplifier tube assembly and base, uptake stand and collimated shield. This is a mobile unit with an arm medical stand, 2-inch probe with I.A.E.A. flat field collimator and thyroid positioner, neck phantom, and analyzer/scaler/timer with automatic background subtract and automatic readout.
Minimal Essential List:
• Large 20-inch computer
• Well counter with 2-inch lead well detector (includes cover and calibration fixture)
• Stand with articulating arm with wide range of motion
• Thyroid uptake stand with vertical range and collimator rotation
• Printer
• Collimator 2-inch diameter
• Power includes Cs-137 and Eu-152 Rod Sources
• Radionuclides, Factory Programmed: Au-198, Ba-133, Ba-133 (well), Co-57, Co- 57(w), Co-58(w), Co-60, Cr-51, Cs-137, Fe-59, F-18, Ga-67, Hg-197, I-123, I-125, I- 131, In-
111, Ir-192, K-42, Lu-177, Na-24, Ra-223, Pd-103, Se-75, Sr-85, Tc-99m, Tc-99m(w), Tc-99m/Tl-201, Tl-201, Yb-169, wide window
• Isolation Transformer with hospital grade cord and plug
• Example product that meets this requirement is a Captus 4000e Thyroid Uptake System or similar product
3. Equipment Characteristics, Radioisotope Dose Calibrator - 2 devices: The characteristics / components include a self-test feature that verifies the operation of the entire unit, continuous or on demand activity measurement, 0.1-199.9 Micro-Curie resolution range, a hermetically sealed pressured argon ionization chamber and an accuracy of plus or minus 0.5%. Used to ensure the dose rate of the radioisotope prescribed.
Minimal Essential List, 2 of each item:
• Computer, with easy-to-read display
• Ionization chamber, thin wall, deep well, high pressure Fill Gas: 12 atm Ultra-Pure Argon
• System Memory: Co-57, Co-60, Ba-133, Cs-137 Standard Sources
• Diagnostic tests: Full test of program, system memories; daily, auto zero, auto background adjust; data check, accuracy and consistency, voltage test; enhanced, linearity, geometry, strip quality control
• Must include a chamber well insert for each dose calibrator
• Must include a vial/syringe dipper for each dose calibrator
• Example product that meets this requirement is a CRC-55tR Dose Calibrator or similar product
4. IT and Interface System Characteristics: The Calibrator and Thyroid Uptake systems will not connect to the network. As such, network features are not a concern for this purchase.
