QUESTIONS AND ANSWERS

Contractor Questions and Responses to Contractor Questions

CLIN0001: The contact is structured with a single CLIN with the 18 discreet cadavers.

Question 1. How does the Government plan for invoicing following a completed profusion?

Answer: The contract is structured as a IDIQ and will be issued task orders against the IDIQ contract for specific training events and then we will create funded PRs. The invoices will be submitted via the WAWF system for each training event.

Question 2. Will the Government narrow down or specify the delivery requirements associated with this solicitation to save unnecessary costs associated with an open requirement?

Answer: Yes, the training units will request the dates, locations, and requirements associated with the product as part of their training concept of operations (CONOP).

Most of our training events event will be structured two cadavers over a two day training period. We expected to conduct 2-3 training events per quarter.

PWS 1.1: The PWS states "The Contractor will provide up to 18 non-prosected/non-dissected perfused cadavers to the 44th Medical Brigade (44thMED BDE) at Ft. Bragg, NC, Fort Campbell, KY, and Fort Stewart-Hunter Army Airfield (HAAF), GA,"

Question 3. What is the Governments planned dispersion of Perfused cadavers between each site?

Answer: Based on an assumption of missions: 10 cadavers at Fort Bragg, 2 cadavers at Fort Stewart, 6 cadavers at Fort Campbell, however due to mission requirements these number could change annually.

The PWS states "Perfused cadavers must be capable of replicating traumatic hemorrhage and associated physiologic changes [Blood Pressure (BP), Mean Arterial Pressure (MAP), and Pulse Pressure (PP)]"

Question 4. During training, are both the venous and arterial circulatory systems required to be perfused with a pulsatile flow?

Answer: The majority of the procedures performed will need arterial perfusion. The units that require additional venous perfusion will request prior to training event.

The PWS states "cadavers will be available for training for a period not to exceed 12 hours during each training day during the ordering period."

Question 5. Will the cadavers require an absence of or limited third spacing during the 10 -12 hours of perfusion per day?

Answer: No, we understand that with perfusion and how much it is utilized during training there is a degradation the tissues and these hours may not apply and non-perfused may last 10-12 hours.

PWS 1.4: The PWS states "The Contractor provided training area must be equipped to handle up to four (4) cadavers in one training session."

Question 6. What clarity or explanation can you provide to define the Governments requirements for the Contractor provided training area?

Answer: The contractor must be able to provide up to 4 cadavers at the same location in an austere environment or a classroom setting and will provide delivery, transport, and storage. Additionally, a CONOP from the unit can provide additional requirements regarding location of select training area to meet units training goals. Examples of training areas and locations can be provided to the contractor to better allow them to prepare for training event.

The PWS states "The cadaver training will be conducted in the field or classroom environment on Fort Bragg, NC, Fort Campbell, KY, and Fort Stewart-HAAF, GA".

Question 7. Will contractor be required to provide battery source for perfusion pumps for austere environments if electricity is unavailable?

Answer: The government will be supplying the battery sources/electrical source for the austere environments. There will not be a requirement for battery or alternate power source for perfusion pumps if training is conducted in the classroom setting.

PWS1.4.1. The PWS mentions the deliverable of a blood product. "The required additional equipment (pump, reservoir, tubing, blood product, etc.)

Question 8. What type of perfusion solution is required E.g. (water, saline, whole blood, synthetic blood substitute)?

Answer: Perfusion solution most likely will be a synthetic blood substitute to provide a high fidelity training platform. A CONOP from the units will provide clarity of what perfusion solution will be most suitable for the intended training goals.

Question 9. Will the blood product being requested for perfusion need to functionally coagulate when hemostatic interventions are applied during "traumatic hemorrhage"?

Answer: The blood product will not need to functionally coagulate with hemostatic interventions (i.e. Quick Clot).

The PWS states "Contractor will provide perfusionist training and education on perfusion on a quarterly basis."

Question 10. What are the 5Ws associated with the Government's perfusionist training requirement?"

Answer: Who: the contractor should be able to provide "train the trainer" for our providers.

What: The providers will be available prior to the training event to receive hands on or in person perfusion training.

When: Prior to the training event and will coordinate with the contractor on the same day as delivery.

Where: On site at the training location.

Why: To allow the providers autonomy while training soldiers.

Question 11: How far in advance will the contractor need these requirements and what is the last date that any changes can be made to the request?

Answer: The PWS states in section 1.1 the contractor will be given a notice of 30 calendar days before training event.

Question 12: What are the additional costs/time/equipment/personnel needed for either arterial versus venous perfusion?

Answer: Each contractor is responsible for responding with their pricing data in their bid. Please specify if costs are different between various forms of perfusion and the break-down of costs.
