PERFORMANCE WORK STATEMENT (PWS)

1.0. INTRODUCTION/OVERVIEW.

The Department of Radiology (Nuclear Medicine) at Womack Army Medical Center (WAMC) is looking to provide the much needed service of PET/CT exams. The Computed Tomography (CT) section is replacing their current CT-scanner that is operating past the life cycle of operation. The PET/CT mobile medical coach will be used to accommodate both Nuclear Medicine for PET/CT exams and serve as a backup for use during the replacement and installation of the new CT scanner.

2.0. BACKGROUND.

The Department of Radiology has been approved for a replacement CT unit for the current CT unit in place that is past life cycle of operation. To remain effective and to be a reliable source of patient care, the unit needs to be updated or changed out every eight to 10 years. Currently WAMC has a fully mission capable GE Optima 540 32 CT unit which is used to support the hospital’s needs, to include taking care of outpatient, inpatient and emergent services. We do not want to lose any capabilities of responding to stroke, emergent inpatient or trauma patients that may coincide with a scheduled outpatient exam. In addition, we will not be able to reliably support Emergency Room (ER) or trauma services with only one functioning CT unit or in the event that the one unit becomes nonfunctional during the installation process of the new unit. This medical coach would also provide a means of offering additional services to WAMC patients and beneficiaries by having PET/CT capabilities on site. We require a mobile Siemens Biograph “family” PET/CT Mobile Unit scanner to mitigate diverting patient care or decreased access to care during the installation of the new unit.

3.0. SCOPE.

Contractor shall provide a fully functional Mobile Siemens Bio-Graph “Family” PET/CT System, 40 slice or above, in a mobile coach, with most recent compatible software version installed. Full PET/CT Software package must include Fusion and all other reconstruction processing, measurement / evaluation capabilities, i.e. SYNGO or AIDAN, with DICOM transfer to IMPAX feature.

Standard PET/CT Hot-Lab and able to fit on the existing 60X80 ft. concrete trailer pad outside the Magnetic Resonance Imaging (MRI) section of Womack Army Medical Center (WAMC) Fort Bragg, North Carolina 28310. Patient access to the mobile CT unit will be a 24/7 operation. The duration of use will be for 6 months with a 30 day advance notice if an additional 6 months is needed.

4.0. OBJECTIVES.

The objective of this requirement is to provide PET/CT services for the WAMC beneficiaries which are currently being sent out to the network. There will be a great cost savings for WAMC if these services were provided in-house rather than sent out to the network. This unit will have a dual purpose being able to provide a functional climate controlled mobile CT unit while the GE CT unit currently in place at the Department of Radiology gets replaced. This will keep the facility and the Department of Radiology at 100 percent readiness.
