3. Description of Supplies/Services: Womack Army Medical Center (WAMC) has a requirement to rent equipment for three urologic surgical procedures with Dr. Quinones scheduled for 15 May 2019.

Items used during these surgical procedures are not to exceed the total amount requested of $7,000.00.

4. Authority Cited:

(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: Womack Army Medical Center (WAMC) has a requirement to rent equipment for urologic surgical procedures with Dr. Quinones scheduled for 15 May 2019. The physician has determined that the Fortec Green Light XPS Laser system and the Fortec Inc., specific Green Light Laser Fibers, used as a pair, will produce the best outcomes for these particular patients.

The Green Light Laser is used to remove prostate tissue in a manner that reduces the risk of side effects and complications. When using this equipment it does not require post-surgical catheterization nor an overnight hospital stay compared to the one to three day stay following the traditional methods of prostate resection. It also reduces the patient’s recovery period from six weeks down to two. This estimate if the amount proposed for these surgical procedures is $7,000.00.

Failure to provide the needed services for these surgeries will result in diminished healthcare for the patients.

6. Actions to Increase Competition: Sources sought was posted on the Federal Business Opportunities (FedBizOpps) website for increased competition on 12 May 2019, to date no responses have been received. No additional action will be taken to increase competition for this requirement.

7. Market Survey: Market Research was conducted in accordance with FAR Part 10. On 11 March 2019 a search was made using the General NAICS code 532490. On 19 February 2019 an on-line search was conducted on the Small Business Administration (SBA) Quick Market Research and nothing was revealed using the words “Moxy Fibers” and “Green Light Laser.”
