Control Number: 18-RCHO-A-695

RFQ/RFP #: W91YTZ18Q0192

Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold

(Simplified Acquisition Threshold is $250K)

1. Contracting Activity:

Regional Health Contracting Office – Atlantic (RHCO-A) Fort Bragg Health Contracting Cell 6021 5th Street, Building 1467 Fort Belvoir, VA 22060-5505

2. Description of Action:

Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: _________ Total Dollar Value: $53,550.00

Name of Intended Contractor: Fayetteville Technical Community College Street Address: 2201 Hull Road City, State, Zip: Fayetteville, NC 28303-4761

Phone: 1-910-678-8364

3. Description of Supplies/Services: The contractor shall provide all personnel, equipment, supplies, facilities, contractor transportation, tools, materials, supervision, and non-personal services necessary to perform the Emergency Medical Technician-Paramedic (EMT-P) and Flight-Medic Course for the Womack Army Medical Center (WAMC) as defined in the Performance Work Statement. The period of performance is 06 Aug 2018 through 26 Oct 18. The total price of this requirement is $53,550.00.

4. Authority Cited:

(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: Fayetteville Technical Community College (FTCC) is the only source that can provide the EMT-P and Flight Medic course required by Womack Army Medical Center (WAMC). The purpose of this course is to train and graduate 30 Health Care Specialist/ /Combat Medics in the clinical and technical skills necessary to sustain and treat patients in wartime situations.

When forward deployed, the Health Care Specialist/Combat Medics must be able to provide medical treatment for up to 72 hours without supervision or definitive medical care. The Army’s Initial Entry Medical Training does not meet the higher-level medical education required to treat Soldiers on the battlefield. In 2016, WAMC in conjunction with Fayetteville Technical Community College (FTCC) created a specific curriculum for the Emergency Medical Technician-Paramedic (EMT-P) course to meet the WAMC training requirements. The subject course was previously acquired via government purchase card and purchase order W91YTZ-18-P-0190. The results of market research determined that there are multiple potential Contractor’s that offer the same or similar service. However, the potential Contractors cannot meet the prescribed length of the course (20 weeks) and the number of students to be trained (30) per iteration. WAMC is requesting to sole source this requirement to FTCC to maintain the unique specifications and continuity of their training. If this contract is not awarded, WAMC will not meet the required medical readiness to accomplish their wartime mission.

Failure to provide this training will result in Health Care Specialist/Combat Medics not having the technical skills necessary to sustain and treat patients in wartime situations or operational readiness leading to mission failure.

6. Actions to Increase Competition: This requirement will be posted on the Federal Business Opportunities (https://fbo.gov) website to increase competition.

7. Market Survey: Market research was conducted in accordance with FAR Part 10. The following websites were used:

-Dynamic Small Business website: A search of this website under NAICS code 611310 and the profile locations of North Carolina and South Carolina found 41 small business that offer similar services. However, the potential suppliers cannot meet the certification timeline nor number of students to be trained per iteration.

- GSA Advantage website: A search of this website using the keyword search, “paramedic” and training” and determined that are two (2) contractors that offer the same or similar services. However the course offerings so not meet the required length or students to be trained to meet WAMC’s requirement.

- A Google search under the Career One Stop Local Training Finder for the EMT-P determined that there are 25 EMT-P training programs excluding FTCC in North Carolina. The courses found under this search on average offers a two (2) year certifications and will not meet the requiring activity’s need of no longer than 20 weeks.

8. Procurement History: The EMT-P training was previously performed by FTCC via Government Purchase Card (GPC) for three (3) separate iterations for 12-15 students. This training was also previously acquired under contract.
