Questions and Answers

W91WFU-18-Q-0029

SOCEUR SA Support

1. Is Technical Expert Status Accreditation required for the three people?

Response: It is not required. This can be performed by "ordinary resident" status personnel, or can be submitted to DOCPER for TESA approval. Be advised that the current estimated timeline for new awards to obtain Article 72 TESA approval is around next Mar/Apr 2019. For this reason, logistics support/offsets are being allowed to be proposed under the T&M CLINs

IAW Department of State DSSR allowances.

2. Can you advise how long this usually takes in Germany?

Response: As above, obtaining TESA Article 72 approval is currently estimated to take until next Mar/Apr.

3. The RFP states under Page Limitation and Submission Instructions: The contract quote shall not exceed 20 pages. Each page shall be 8.5 x 11 inches. Pages shall be typed and single spaced at minimum. The text size shall be no less than 11 point in Times New Roman or Arial font. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. The following pages do not count towards the page limitation shall not be numbered: 1) cover pages, 2) table of contents and indexes, 3) list of figures, tables or drawings, 4) blank pages, 5) glossaries, 6) documentation of vendor facility clearances, 7) documents substantiating execution of work for Sub-Factor 1-C.Question: Sub-Factor 1-C is not included in the RFP. Please clarify.

Response: Please consider "sub-factor 1-C" to mean the same thing as Technical Factor - Sub-

Factor 3 - Technical Experience Project.

4. Question Sub-Factor 2 STAFFING AND MANAGEMENT APPROACH states, in part...... The staffing and management approach shall reflect a clear understanding of the skills, education and experience needed to execute the specific tasks defined in the PWS, how they are to be utilized in performance of the contract, and how the offeror will recruit, staff and retain qualified personnel to meet PWS requirements. The document must include the rationale and methodology used to determine the type (labor categories), number of personnel proposed, and the level-of-effort proposed for accomplishing the specific tasks in the PWS. Methodology must demonstrate a clear understanding and plan to accomplish the technical requirements stated in the PWS. Question: CLIN 0001 states, as example, Provide Resource / Financial Management support for SOCEUR Sensitive Activities. The PWS lists only three named advisors. Is this solicitation for those three named advisors only or for those three plus staff to support them?

Response: The government requires the three named support positions. How prospective offeror's determine to provide support (i.e. program manager, project director, etc.) is solely up to them. In historical instances, the government has seen the support captured as part of their overhead and included in the fully burdened labor rates. Other times the government has seen this captured where an offeror has proposed that one of the support positions is dual hatted and acts as the project/program manager. Other times, offeror's have provided discreetly priced project/program support. It is up to the offeror to determine how best to provide program/project support for their quote.

5. Are there interim TS clearances or variances your command may grant to provide SA

Support?

Response: No, all required clearances must be active at time of quote submission. SOCEUR cannot provide clearances for contractors.
