Questions and Answers #1 for Special Notice #W91WFU18Q0012, Data Visualization Web Tool

Q1: Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?

A1: These services are not currently being performed. There is no incumbent or contract number at this time.

Q2: The SOW describes custom development to satisfy specific UX requirements. Since the user organization is OCONUS, do you expect the development team to be located overseas? Or can the development be conducted from CONUS locations?

A2: Most UX happens remotely (the development team watches the actions of the user through cameras and mouse movements from a remote location), though there is normally a “guide” working with the user who puts the user at ease and walks them through the testing. It could be that the “guide” travels to the theater to conduct the testing, or a local “guide” with UX experience is hired. The requirement is that tool is developed and refined by understanding the user experience and that best UX practices are followed. Those include:

- Using and recording the audio of the user talking through what they are experiencing.

- Videotaping body language and facial expressions.

- Recording the event with timestamps.

Q3: Can you provide an estimate of the overall data volume to be managed?

A3: As an estimate of the databases we would estimate 20 GB.

Q4: We license software and provide services. However, it's usually more cost effective to use partners. Is it necessary to partner with incumbent system integrators? Or can we partner with others who provide professional services for the government?

A4: This software support is not currently being performed, therefore, there is no incumbent.

Decision on partnering are solely up to individual firms.

Q5: What are the steps for establishing security clearance level SECRET?

A5: If this involves people, there are companies that can conduct single site background investigations to have workers gain secret clearances. If this involves putting software onto a secure system, the developer will need to be in close communication with our cyber directorate (J6) to ensure they are meeting all requirements.

Q6: What does your RFI mean by "Due to the overseas location, small business set-asides do not apply?"

A6: As performance of this requirement will take place OCONUS, we will not be considering small business set-asides as part of the acquisition strategy.
