Task 2 – Gap analysis – for visible vegetation damages, a more detailed examination for determining the traffic safety is required.
Task 3 – Scientific evaluation – includes consultant or subject matter expert services related to vegetation damages, as a result of improper operation in the vegetation vicinity, like storage of equipment and excavated soil in the immediate neighborhood or damage of roots during trenching.
Task 4 – Restoration of vegetation damages. Includes planting, as stipulated in the Garrison Integrated Natural Resources Management Plan, with the objective to improve the quality of various vegetation habitats.
Task 5 – Update of existing GIS layers (ESRI ArcGIS vs.10.3.1) - based on data gathered during the recurring control of trees. Survey results described in Task 1 will be used to update existing database and GIS maps (vegetation areas and tree points).
A comprehensive evaluation report including implementation plan will be submitted.
Task 6 – Contractor Management Reporting (CMR) - annually

The Government will provide the existing ecosystem data as an access data base and the contractor shall update this data base. Maps (Arc View GIS) will be provided or made available digitally and must be updated.
5.1 Field Survey of vegetation communities:
The contractor shall perform yearly a baseline data survey on 80 hectare vegetation communities at USAG Stuttgart (80ha = 6000 vegetation units) to determine the condition and traffic safety of the plants.
Contractor will perform yearly a visual tree assessment (VTA) of vegetation units. Areas of focus, the improved areas, will be coordinated between COR and contractor. During the VTA the condition, vitality, damage level and traffic safety of the vegetation units will be determined. Any required maintenance (care) work has to be noted in accordance with their priority, set by the contractor and entered into database. Any maintenance work ongoing or already completed or no longer necessary has to be deleted in the database. VTA must be accomplished during the control period (April – August) and should be done within 8 weeks. The VTA is required per contract year and per vegetation unit (= 1 tree) lasting about ½ hour. The control visits have to be performed by a certified tree expert IAW German FLL regulation. In the event that mature vegetation units are not yet registered through the existing inventory these units shall be registered, inspected and tagged. The tag shall identify the vegetation unit number, be similar to the existing tags. The tags shall be bolted to the tree with wood screw (DIN 571, SH A2, 5x70mm), on young vegetation units cable ties shall be used to attach the tag. The location (x/y) data of the vegetation unit shall be at least in an accuracy of 1m, most current GIS data will be provided. Also the missing tags from registered vegetation units must be replaced similar to the existing tags.
5.2 Gap analysis:
In the case of visible vegetation damages found during VTA or identified by COR, the contractor shall perform a more detailed examination for determining the traffic safety (according FLL Regulation “eingehende Untersuchungen”, paragraph 5.2.4.”technical investigation procedures”). The contractor shall perform these further examinations not to exceed 50 vegetation units (1 vegetation unit = 1 tree).
These have to be carried out in accordance with the VTA (visual tree assessment) method. In doing so, a drill resistance measuring device (resistograph), possibly a Schallhammer (sound measuring device), or in required individual cases a Zuwachsbohrer (hollow core driller) or a fractometer will be used. In special cases, a sound tomography (Picus or Arbotom) has to be applied. The results and further maintenance recommendations have to be included in the annual status service report. Parts of this report are an introduction, describing the method applied per plant, a protocol sheet with a description of the condition, a photo-documentation as well as any tables and results of the examination and as well as recommendation of measures to be taken. The objective of this analysis and evaluation is to determine whether a tree is still stable and vital to comply with the traffic safety requirements.
The gap analysis report must be provided for all critical vegetation units and summarized for each installation (ARLOC), in German and in a timely manner.
5.3 Evaluation:
During the contract period the Professional Tree Expert IAW FLL (Baumsachverständiger nach FLL) shall furnish a biological opinion about plant damages in 5 different cases (caused through improper construction measurements, accidents). The beginning of each survey shall be within three (3) working days after notice proceed. These reports are due to COR within one (1) month of evaluation. The value of the damaged plants must be calculated. The vegetation must be surveyed to determine the traffic safety. This expertise is the requirement to claim damages and compensation measures from the causer.
This report must be provided in German and English (American English).
5.4 Restoration of vegetation damages:
5.4.1 Special Requirements:
The contractor shall seek a digging permit prior to the performance of any excavation work. The maps provided shall insure that all restoration work keeps clear of pipe and cable routes of any kind.
The U.S. Army will make all utilities (power, water) available to the contractor free of charge.
All areas fouled by ongoing work shall be cleaned up after completion of work or, if necessary, while work is still being performed. Restoration of vegetation is to be performed on existing lawns which should only be driven on during suitable dry weather conditions. All trimming necessary during the restoration shall be included in the unit prices. Use of chemical weed killers is prohibited. Plant stabilizers (guying, plant staking) shall be provided, and not treated with preservatives. The contractor is responsible to insure that all work is performed in conformance with all pertinent German laws, rules, provisions, and ordinances existing at the federal, state and municipal level. The contractor shall also perform all work in compliance with accepted standards of the trade. The work shall be performed in accordance with, but not limited to, the following publications listed in PART 6 - APPLICABLE PUBLICATIONS.

Restoration work includes the provisions of plants for 4 ha (= 20 vegetation units). The transportation of plants to the planting site will be in accordance with DIN 18920, DIN 18916, DIN 18915 and ZTVLaStB 92. Plants shall be protected from damage during transportation. The final locations will be specified by the government at the kick-off meeting. Restoration work includes excavating and backfilling of planting pits. The planting hole must be prepared by adding plant substrate with minimal 30% material for soil improvement (perlite, mature compost etc). The hauling away and disposing of excess material will be in accordance with German law. The restoration work includes provision of plant anchoring kits using tripod mounts with lattice frames, roots watering system, application of plant bark mulch to protect the plants from weed infestation and dehydration, as well as evaporation/sun protection consisting of white trunk protection color (Stammschutzfarbe) until beginning of grown.
A mowing protection in form of a sliced drainage pipe (diameter 22 cm, high 30 cm) is requested. All plants which die in this time period have to be replanted at no additional cost. Plants to be replanted will be defined at a site visit (Government and Contractor) every year. Dead plants have to be replanted Mid/End of November of the same year (until the start of the next vegetation period).
All these work shall be included in the unit prices. All plants must meet the requirements of DIN 18919 and FLL guidelines, revision 1995. The required type and quality of the restoration plants:
10 x Acer platanoides ‘Cleveland’, high stem, 3xv. with rootball, trunk dia. 16 – 18
10 x Tilia platyphyllus, linden tree, high stem, 3xv. with rootball, trunk dia 16 – 18

5.4.3 Post-Completion Care:
Post-completion care includes watering the circular beds, 10 operations, one-time fertilizing with liquid fertilizer “Baumkraft fluid 6+5+11” made by Compo or equivalent (dissolve 2.5 l of fertilizer per plant in 200 l of water), as well as cleaning the circular beds in four separate operations by hoeing, cut off dry sprouts, adjust plant anchoring kits, restore water rims.
5.5 Update of GIS layers and database (300 hrs = 30 JA):
Provide survey results and mapping data in digital standard format.
The vegetation survey data will be integrated into the existing database and GIS layers (ESRI ArcGIS 10.3.1 geodatabase, MS Access 2013 database, Coordinate System: UTM WGS 84 Zone 32N). The contractor will provide all work necessary to update 6000 vegetation records and 3 GIS layers (existing vegetation, removed vegetation, newly planted vegetation).
