JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL
AND OPEN COMPETITION
1. Contracting Activity: This acquisition is for Irwin Army Community Hospital (IACH). The contracting activity is Western Regional Contracting Office (WRCO).
2. Description of Action: IACH is requiring a new sole source BPA Call to Southeast X-ray, LLC for Teleradiology services to include final interpretation of radiology studies and direct communication with ordering physicians.
3. Description of Supplies/Services: This requirement will provide for initial interpretation, communication with ordering physician, presentation of final reports and the uploading of final reports into the Composite Health Care System (CHCS), bridging the time needed for a new BPA Call to be solicited and awarded. The value of this acquisition is estimated to be $54,468.00.
4. Authority Cited: IAW FAR 6.302-2 – Unusual and Compelling Urgency: 10 U.S.C. 2304(c)(2).
5. Reason for Authority Cited: IACH has exhausted the current BPA Call due to the deployment of one Radiologist and scheduled leave for the remaining Radiologist. This resulted in only one Radiologist available to complete the workload of four Radiologists. Southeast X-ray currently has B2B connectivity and its interpreting Radiologists are currently credentialed at IACH. To transfer to another company would cause a delay of no less than 30 days after award of a new BPA Call to process new provider credentialing and gain B2B connectivity. The funds on the current BPA Call have been almost exhausted. Without this bridge, delay in award of a BPA Call could result in the films being left unread, and a Soldier or family member not receiving critical medical care.
6. Efforts to Obtain Competition: An additional BPA Call (PR# 10184542) has been requested. It is currently being processed and will be competed throughout the Teleradiology BPA Community.
7. Actions to Increase Competition: There is adequate competition in Tele-Radiology.
8. Market Research: Market research shows that there is adequate competition and prices are fair and reasonable.
9. Interested Sources: The Notice required by FAR 5.201 will be published.
10. Fair and Reasonable Cost Determination: The costs of the Teleradiology service are considered to be fair and reasonable based on previous history of pricing for similar services.
11. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.
