Date: 08 June 2017 – Time 1300-1345 hours.

1. The list of contractors attending the meeting is down on the attached sign-in sheet.

The following Government representatives attended the meeting:

Name Title

CMSgt Brent Keller Contracting Officer

SrA Rachel Clark Contract Specialist

Maj Robert Mitchell Base Civil Engineer

Capt Eric Marks Deputy Base Civil Engineer

Maj John Moyer Maintenance Squadron Commander

CMSgt Jimmie Flinn Customer

CMSgt Anthony Tate Customer

2. The following items were discussed during the Pre- bid Conference:

a. The Contract period is 270 days. This includes all work to include cleanup and punch list items. Following receipt and approval of bonds we will hold a pre- construction conference and issue NTP.

b. Contractors should expect delays in gaining access to the Base for security reasons. Every contractor that needs to gain entry to the installation will have their vehicles searched by

Security Forces at the Main Gate. Late bids due to delays at the Base Entrance will not be excusable. The State of Missouri is currently not in compliance with the REAL ID act;

therefore, a MO driver’s license will not be accepted as a proper form of identification when trying to gain access to Scott AFB. Please visit the Department of Homeland Security for alternate forms of acceptable identification, www.dhs.gov.

c. Interested offerors must be registered in System for Award Management (SAM). To register go to: https://www.sam.gov/. You will need your DUNS number to register.

3. A Power Point slide presentation on the project specifics and basis for award was provided to all attendees. (Attached) http://www.dhs.gov/ https://www.sam.gov/

4. The Power Point presentation was followed by a tour of the subject jobsite.

5. If mailing your bid, notify the Contracting office of your intent so that our office can be regularly checking for it. If you fail to notify our office, your bid may potentially be held up somewhere else on base and not received in time.

6. It was asked during the site visit whether or not the building would be occupied. The building will be occupied in the warehouse portion. Operations need to still be conducted in the warehousing area and some of the bay areas for vehicles will need to remain unblocked. The contractor will need to work accordingly with the COR to ensure project schedule coordination with the occupants. Personnel in the office spaces will be relocated during construction; however, their office furniture is to remain and be covered along with the flooring.

7. The contractor will be required to remove and replace the existing boilers for the building.

However, the government is to keep possession of the old boilers after removal.

8. Questions must be submitted in writing via email, especially technically questions to:

brent.d.keller.mil@mail.mil and rachel.e.clark18.mil@mail.mil. DO NOT CONTACT the Design

Engineers or the Government Engineers. All questions must be routed through the Contracting

Office. All Contractor questions when answered will be posted to the website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued.

All correspondence, questions and answers, amendments etc. will be issued/ posted at https://fbo.gov.

9. Any amendments that are issued will be posted to the web site. Contractors were advised to check the website frequently.

10. The pre- bid conference and site visit concluded at 1345 hours.

BRENT KELLER, CMSgt, ILANG

Contract Officer
