Performance Work Statement
Illinois Army National Guard (ILARNG)

1. Project Description
The intent of this project is to upgrade the telecommunications cabling for the Kewanee Armory and FMS to category 6 cabling and installation of 4 each new 19-inch rack(s)/cabinets locations to be pointed out during Site visit.
Installation shall consist of pulling CAT 6 cabling and installation 99 locations, with 82 each voice and 102 each data drops at designated locations provided during inspection of the facility prior to bid. Fiber upgrade to 10 G Multi mode
6 strand to all cabinets in main building. All cabling and conduit will be home runs to the data cabinet(s). Any trunk conduits will have 10% space for future growth of the network or a second one installed; all 90% bends are to within a pull box. The location of the south IDF will be picked out at the site visit.
FMS DEMARC will be extended from the Attic to the shop office and installed in cabinet in shop, this will also include pulling of all new cat 6 cables, extending fiber and copper from main building.
Also included in this rewire will be the installation of no more than 20 conduits with one (1) Data cable and jack for future wireless network adapters placements, on both first, and lower floors of armory, and the Maintenance shop. WI-FI cables will be on the end of last patch panel or on its own patch panel. Please refer to item number (9) nine for labeling instructions.
Existing mission critical working voice and data cables are to remain operational until cutover.
2. Work Includes
Electrical Contractor shall provide: All labor, materials, tools, equipment, and services incidental to, furnishing and installing a wired voice/data system complete in place ready for operation in accordance with all applicable codes and to the satisfaction of the Illinois Army National Guard Telecommunications Specialist. Any item or items of material and/or equipment not shown on the drawings or specified, but required for satisfactory operation systems, shall be furnished and installed as though completely specified herein and shown on the drawings at no extra cost to the contract.
In general, this Section includes, but is not necessarily limited to the furnishing, installing and/or performance of the following:
a. Complete wiring of Telecommunications System for voice and data distribution.
b. Testing, correcting, and retesting.

c. All wiring shall be installed in a conduit system. It is intended that all items of work and systems be furnished and installed complete in all details ready for satisfactory operations and service and all required apparatus shall be furnished even though not specifically mentioned herein.
3. Applicable Documents at Final Completion
Access to all material relevant to the installed equipment for successful completion of the facility shall be provided to the Requestor/Contracting Official along with the following.
a. Building layout with wiring diagram to include all jack labels and locations.
b. All test results for copper and fiber.
c. Hard copies of warrantees.
4. Quality Assurance
The voice/data wiring system shall be installed by a contractor with a minimum of 5 years experience as a telecommunications cable installation systems specialist.
5. Submittals
Prior to fabrication, submit for approval, detailed shop drawings as outlined in these specifications. These shall include, but are not necessarily limited to the following:
a. Main distribution frame.
b. Intermediate distribution frame.
c. All equipment rack layouts, detailing all components terminology, engraving and identification.
d. All system functional block diagrams wire equipment identification.
e. Point to point field wiring drawings with wiring identification.
f. The contractor will be responsible for providing cable records which detail riser cable number, pair count, wiring closet location, and station run number.
6. Material and Equipment
All material and equipment provided shall be Under-Writers’ Laboratories approved (UL Approved).
7. Guarantees and Warrantees
All equipment, materials and wiring, furnished, installed, adjusted, tested, corrected and re-tested, must be guaranteed for one year after date of final acceptance.

All work installed under this specification shall conform to the rules and regulations of the current Edition of the National Electrical Code, including all subsequently published local ordinances and bulletins thereto and to the requirements of other local and municipal bureaus and departments having authority over this project.
All items of labor and materials required to meet the Code shall be provided for a complete operable system.
When the requirements of the Contract Drawings and Specifications are in excess of the corresponding requirements of the National Electrical Code, and the local and Municipal Bureaus and Department having jurisdiction, the Contract
Drawings and Specifications shall govern.
9. Labeling
Provide nameplates for all exposed components, equipment cabinets and system junction boxes. Unexposed junction and pull boxes will be marked with indelible marker. The end of the conduit in the MDF/IDF will be labeled with room number of the first junction box.
All end points will be labeled with a “To and pair/strand count label” (TO IDF 1 12MM or SM fiber, TO
MDF pair 1-100 of 300).
Wall jacks will be numbered starting with 001 and continuing in sequence until all jacks have been numbered.
The second Voice/Data port will be labeled with a suffix of “A, B, C …” Where the building has multiple floors /
IDF’s, the numbering scheme will begin with the Floor level-IDF #-Voice/Data Jack #. (1-1-001 (A, B...), 2-2-002, 2-
MDF-300) Labeling should be a minimum of ¼” high, centered at the top of the faceplate unless faceplate has a label holder. See FIG. 9.1
Wireless jacks will be numbered as listed on the HEAT map AP_ _ # lead by MDF or IDF (MDF AP_1)
10. System test
Prior to final acceptance, the installation contractor must conduct an operating test of the complete system. The system shall test free from cross talk, electrical noise, ground loops and other faults. All connections, as far as possible, shall be thoroughly checked for positive mechanical and electrical connection and continuity. All equipment shall be demonstrated to operate in accordance with the requirements set forth in these specifications and shown on the drawings in the presence of authorized representatives.
11. Miscellaneous Hangars and Steel
All hangers, angles, channels and other structural steel supports required by field conditions to install any electrical equipment shall be provided under this section of the specifications.
12. Telecommunications
General:
a. All installation work shall be done in a neat, high quality manner and in conformity with local and federal building codes.
b. Cables shall be placed with sufficient bending radius so as not to kink, shear, or damage binders.

c. It will be the responsibility of the contractor for the shipping, handling, and storage of all equipment and material and to secure and protect it from theft.
d. The contractor shall obtain all necessary licenses or permits.
e. It is the responsibility of the contractor to calculate all actual cable footages required.
f. The contractor shall test all riser and horizontal wiring installed for shorts and crosses.
g. It shall be the responsibility of the contractor to keep the work area free of debris, trash, empty cable reels, scrap wire and so forth, and to dispose of on a daily basis.
h. The contractor will be responsible for providing cable records which detail riser cable number, pair count, wiring closet location, and station run number.
i. Upon completion of all work functions, a final walk through with the National Guard Telecommunications
Specialist or his agent shall occur to inspect all work.
j. All telephone/data cables shall be UL listed and approved for the required installation.
k. Provide all labor, materials, tools, equipment and services necessary to complete Telecommunications/Data signal Distribution and Wiring System for voice and data, including but not limited to all conduits, underground cables, wiring cross connection terminal blocks, mounting brackets, splicing materials, riser cables, fire stops, back boxes, terminations, jacks, outlets, backboards, intermediate distribution frames, main distribution frame, horizontal plenum cable wiring, cross connecting wiring, incidental and miscellaneous hardware, 120 volt sources of supply, hanging and mounting hardware, tie wraps, bushings, identification of all wiring, and all final connections.
l. The equipment list contained in this Specification includes only the major equipment requirements.
Notwithstanding, the details presented in these specifications verify the completeness of the material lists and suitability of devices to meet the intent of the Specifications. Any additional equipment or material required, even if not specifically mentioned herein shall be provided without claim for additional payment; it being understood that a complete, operating system, satisfactory to the Government shall be provided.
13. Glossary of Terms (General):
Associated Hardware – All material, too numerous to list, needed to complete installation process. Material needed to give a neat appearance when work is complete.
CO – Central Office (The telephone company).
Cross Connect – To terminate wires between separate connection blocks, by way of cross connect wire.
Demarcation Point – Where CO terminates their trunks or lines for final connection to user’s telecommunication system.
EMI- Electromagnetic Interference.

Main Distribution Frame (MDF) – The main cross connection point between the demarcation point and the telecommunication system. Point where all wall jack pairs can be accessed through cross connection.
Telecommunications switching equipment is installed at this location. All wire cables originate from this location.
Intermediate Distribution Frame (IDF) – This location is also referred to as the riser or satellite closet. This location houses compact equipment that in most cases can provide cross connection and terminations for an entire building floor. It is at this location that the riser cables are terminated and connected to the horizontal wiring.
House/Inside/Horizontal Cable – cable running between the wall jack and IDF or MDF.
Riser Cable – That wiring within a building which provides the means of connecting all wall jack pairs terminated in the IDF to the MDF. Used under STAR Distribution Methodology, the riser cable will contain pair or pair quantity equal to the floor for which it is connected plus 25% overage for future growth to the next 25 pair cable count for voice termination.
Star Distribution Methodology – Wiring method where each IDF has its own individual cable or group of cables wired direct with no splices between the IDF and the MDF. This method is also used when running house cable between the wall jack and the IDF.
Telephone Terminal Board (TTB) – Mounting board for all telephone switching equipment, connection blocks, and associated hardware within the MDF and IDF closets. Made of ¾” plywood, painted twice with flame retardant material, and normally provided in 4’x8’ sheets. Sizes are determined by need and size of equipment.
Termination – The punching down of individual copper conductors by placing each conductor in color coded industry sequence in the connecting block and punching them down using a special tool for such purpose. This procedure will also cut off excess wiring material. Termination also refers to the connection of cable pairs to wall jacks in color sequence order; refer to section 16740, paragraph 4.01(a).
USOC – Universal Service Ordering Code, used by vendors to describe industry standards for certain telecom products, (e.g. wall jacks).
Wall jacks – Device utilized at each telephone/data location as a point for termination the horizontal wiring. The telephone and data terminal is then plugged into this device for making a connection to the wiring system.
14. Associated Hardware.
a. Cable-Data:
1. Category 6 cable will be used.
2. 4-pair

5. Must be plenum rated if not enclosed in a raceway.
6. All data cables will have dark color jacket (i.e.: Orange)

2. All voice cable will have light color jacket (i.e.: White)
3. Standard 4-pair.
4. Individually twisted pairs.
5. 24 AWG, Solid Conductor

c. Wiring Blocks.
1. Voice cables will be terminated, using the EIA/TIA 568B standard, on CAT 6 self loading patch panel, Such as Levition or Comscope mounted on the same hinged 19 inch wall/or floor mounted (24U)
Cabinet.
2. Data cables will be terminated, using the EIA/TIA 568B standard, on a CAT 6 patch panel, Such as
Levition or Comscope mounted on the same hinged 19 inch wall/or floor mounted (24U) Cabinet.
3. The Cabinet will have a back mount power strip, transformer spaced, and an appropriate wire/cable management system. Rails will set back from the front of the cabinet 4 ½ inches to 4 ¾ inches so equipment has the depth re
d. Outlets (Wall Jacks)
The following outlet types are the one commonly used in military construction projects.
Telecommunications Outlet Types:
1. Classroom Outlet.(C4) At least Three (3) 8-pin modular (RJ45 type) connectors in a six (6) port outlet faceplate, one connector dedicated to voice use and others dedicated to data use.
Flush mount (6 ports) Ivory keystone type with ivory blank inserts Leviton 41080-61P.
Each port equipped with 8 conductors jack (RJ-45) will be wired per EIA/TIA 568B configuration.
One each (unless specified different) RJ-45, Keystone jacks Ivory, such as Leviton 61110-BI6.
One each (unless specified different) RJ-45, jacks Keystone Orange, such as Leviton 61110-
BO6.
One each (unless specified different) RJ-45, jacks Keystone Green, such as Leviton 61110-BV6.
One each (unless specified different) RJ-45, jacks Keystone Blue, such as Leviton 61110-BL6.
2. Furniture Outlet.(C2) Two 8-pin modular (RJ45 type) connectors in a modular furniture outlet faceplate with outlet box extender, or flush mount (6 ports) Ivory keystone type with ivory blank inserts
Leviton 41080-61P.One connector dedicated to voice use, and one connector dedicated to data use.
Connector voice and data dedication may be reassigned as requirements dictate.
3. Administrative Outlet. (C3) One 8-pin modular (RJ45 type) connectors in a Flush mount (6 ports)
Ivory keystone type with ivory blank insert Leviton 41080-61P.
Each port equipped with 8 conductors jack (RJ-45) will be wired per EIA/TIA 568B configuration.

4. Administrative Outlet (Combination)(C3F). Three 8-pin modular (RJ45 type) connector in a single gang outlet faceplate, as noted in item 3, and one “F” type connector, dedicated to CATV or CCTV use.
5. Access Point Outlet (C1) One 8-pin modular (RJ45 type) connectors in a Flush mount (6 ports) Ivory keystone type with ivory blank insert Leviton 41080-61P.
Each port equipped with 8 conductors jack (RJ-45) will be wired per EIA/TIA 568B configuration.
One each (unless specified different) RJ-45, Keystone jacks Gray, such as Leviton 61110-BG6.
e. Fiber Optic
1. Will be Corning cable systems Multi mode/Single mode fiber
2. Will be in the 19 inch rack mounted closet connector housing (CCH) with a minimum of two (2) pigtail ports per Corning housing.
3. Will be SC connector on a corning 3 port duplex connector panels.
4. If splices are made splice trays well be used as well as routing management inside the connector housing.
5. A copy of all fiber testing will be turned in with all other test results at final completion meeting.
15. Wall Jack Placement.
a. Spacing of the wall jack shall begin four (4) feet from corner of adjacent wall.
b. Each faceplate shall be equipped with flush mount 6 port jacks (RJ-45). Ivory keystone type with ivory blank inserts Leviton 41080-61P.
c. One each RJ-45 Keystone Ivory, labeled a brand such as Leviton 61110-BI6 wired per EIA/TIA 568-
B configuration.
d. One each RJ-45, Keystone Orange, labeled a brand such as Leviton 61110-BO6 wired per EIA/TIA
568-B configuration.
e. Labeling of the faceplates shall be in accordance Item 9 with the provided example picture Fig.9.1
16. Name Brand or Equal
The specifications require Name Brand materials or components must be used to be compatible with the rest of the Illinois Army National Guard (ILARNG) network being used across the state. As changing or
1 March 2016 Page 8 of 9 adding brands will cost the ILARNG in the future in the increase of inventory time, lost of storage space, and the cost of buying all the matching components.
Any deviation from the specified Brand must be clearly marked on the submittal and be 100% compatible with specified brands. Delays resulting from the Contractor substitutions or proposed substitutions are at the Contractor’s risk and responsibility if the substitution is not accepted by the
Government. Contractor’s submittal must show how the substitution complies in all aspects with the requirements of the contract, is fit for the intended function, and is fully compatible with other components and/or systems.
17. Switch Rack Termination Placement
Each voice and data cable will be terminated appropriately according to specified closet and patch panel number, along with type of jack onto correct and pertaining device for (Voice/Data). Please reference attached drawings for additional information Fig 17.
18. Cable Length.
Copper data cable length should be limited to a maximum of 297 feet from patch panel termination in the MDF/IDF to the data outlet termination in accordance with EIA/TIA-568-B. For planning purposes, in most administrative buildings where the MDF is centrally located, assume an average of 150 feet of cable from the MDF to each outlet.
