About this file
This is a Justification Review Document for a sole-source contract modification to provide Operations, Maintenance, and Defense of Army Communications (OMDAC) support in Southwest Asia. The contracting activity is the Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Huachuca Division, located in Fort Huachuca, Arizona. The requirement is issued by the Network Enterprise Technology Command (NETCOM), 160th Theatre Signal Brigade (160th TSB), and subordinate units in the Southwest Asia Theater of Operations.
V2X Systems, LLC (formerly Vectrus Systems Corporation) is the incumbent contractor selected for a sole-source bridge contract modification under Title 10 U.S.C. §3204(a)(1) authority, justified by the requirement that only one responsible source can execute this critical mission-support function without catastrophic service breaks. The contract covers a 12-month base period (01 November 2026 – 31 October 2027) valued at $101,617,099, plus four three-month option periods valued at $26,040,208 each, for an estimated total price of $205,777,931. Services include 24/7 operations and maintenance support for communication facilities, information systems, and equipment across seven countries encompassing over 30 posts, camps, and stations throughout the Southwest Asia Area of Responsibility, supporting approximately 27 communications assemblages and over $153 million in network infrastructure. The contract is structured as Cost-Plus-Fixed-Fee with a stabilized quarterly burn rate for CPFF support. Market research identified five vendors (Leidos, Jwani, Micropieces, V2X, and Peraton); only V2X demonstrated the ability to achieve full operational capability by the required 1 November 2026 start date with zero break in service, possessing pre-cleared personnel, host-nation business licenses, country-specific visas, and established logistics pipelines. The justification cites ongoing regional instability, including logistics disruptions from March 2024 onward, the June 2025 Operation EPIC FURY conflict, and February 2026 post-conflict kinetic escalations, as reasons preventing a competitive acquisition during this high-tempo operational window. Full and open competition is planned for the follow-on contract once theater requirements stabilize.
