Project Title: Operations, Maintenance, and Defense of Army Communications - Southwest Asia (OMDAC-SWA)

Primary NAICS Code: 811213 - Communication Equipment Repair and Maintenance

Primary PSC Code: DG01 - IT and Telecom - Network Support Services (Labor) (or DG10 - IT and Telecom - Network as a Service)

Contracting Office: Army Contracting Command - Aberdeen Proving Ground (ACC- APG), Huachuca Division, 2133 Cushing St, Building 61801, Ft. Huachuca, AZ 85613-

Requiring Activity: Network Enterprise Technology Command (NETCOM) and the 160th Theater Signal Brigade (TSB)

1. Introduction & Purpose

This Sources Sought / Request for Information (RFI) is issued in accordance with RFO FAR Part 10 and RFO FAR 15.201(e) to conduct market research. This is a market research tool designed to determine the availability, capability, and technical feasibility of alternative sources to support the Operations, Maintenance, and Defense of Army Communications - Southwest Asia (OMDAC-SWA) mission-critical requirements.

The primary objective of this upcoming requirement is the comprehensive repair, preventive maintenance, technical sustainment, and operational support of military communication equipment, satellite networks, and associated infrastructure.

This notice does not constitute a request for proposals, and no contract will be awarded directly from this posting. The results of this inquiry will be used by the Government to evaluate market capabilities, refine requirements, and determine the optimal acquisition and transition strategy. There is no Performance Work Statement (PWS) currently available.

2. Summary Scope of Requirements

The contractor must provide all management, personnel, administration, vehicles, travel, training, and equipment (except Government-Furnished Property) required to perform 24/7/365 sustainment, Operations and Maintenance (O&M), and repair of Army Base Communications Information Systems, tactical networks, and strategic communication equipment.

The operational footprint encompasses five OCONUS countries (Kuwait, Bahrain, Iraq, Qatar, and Jordan), spanning over 30 posts, camps, and stations throughout the Southwest Asia Area of Responsibility (AOR). Government-Furnished Property (GFP) and facility access will be provided at designated operating locations.

Key technical areas focus on the repair and maintenance of:

• Regional Cyber Center – SWA (RCC-SWA): Maintenance and technical support of Defensive Cyberspace Operations (DCO) systems, Wide Area Network (WAN)/LAN security hardware, Enterprise Systems Operations (SysOps) equipment, and database management systems.

• Network Operations Centers (NOC): Repair, real-time monitoring, Level 1/2 troubleshooting, fault management, and circuit action support for active network equipment.

• Strategic Transmission & Satellite Facilities: Technical maintenance and O&M of the Earth Terminal Complex (ETC) at Camp Arifjan, dual AN/GSC-39C DSCS antennas, Standardized Tactical Entry Point (STEP) terminal assets, and Regional Hub Node (RHN) systems.

• Inside/Outside Plant (ISP/OSP): Technical O&M of switchboard systems, Command and Control Switching Systems (CCSS), DRSN hardware, and the physical repair and excavation of OSP fiber-optic/copper cable lines.

• Infrastructure Support: Preventive maintenance and repair of communications-supporting auxiliary power (emergency generators, fuel pods), large-scale Uninterruptible Power Supplies (UPS), and HVAC systems dedicated exclusively to strategic communication facilities.

3. Mandatory Qualification Requirements

The Government has identified several critical performance parameters that any prospective source must satisfy to support this highly complex and unstable theater of operations:

1. Transition Capability: The contractor must demonstrate a highly viable mechanism to achieve full operational capability of all services under active theater combat conditions and force-protection mandates, preventing critical communication degradation or service gaps.

2. Host-Nation Legal Compliance: The contractor must possess a legally compliant mechanism to operate and secure work authorizations (such as commercial business licenses, corporate registrations, and country-specific work visas) for hundreds of personnel across Kuwait, Bahrain, Iraq, Qatar, and Jordan at the start of contract performance.

3. Pre-Cleared TS/SCI Workforce: 100% of personnel must hold active security clearances at the start of performance, with key technical work centers requiring active TS/SCI clearances and immediate ICD 704 eligibility.

4. Mandatory Technical Certifications: Personnel must be fully certified on Day 1 in accordance with DoD 8570.01-M / DoDD 8140.01, alongside specialized platform certifications (such as Aruba ACCP, VMware VCP, Cisco CCNP, and GIAC

GCIA).

4. Target Market Research Questions

To assist the Government in evaluating market capabilities, interested sources must provide clear, concise, and verifiable answers to the following three questions. Please keep responses brief and focused on demonstrable capabilities.

1. Host-Nation Access & Visa Strategy: Describe your firm's strategy and estimated timeline for obtaining or transferring host-nation corporate registrations and work visas for personnel across Kuwait, Bahrain, Iraq, Qatar, and Jordan. Address how your firm will manage employee sponsorship transfers or commercial work visas under compressed schedules.

2. Proposed Transition Schedule: Provide a realistic milestone schedule (from award to full operational capability) across all 5 countries. Identify your minimum required transition-in days and highlight the critical path dependencies (such as badging, visas, or logistics) that dictate this schedule.

3. Cleared OCONUS Staffing: Outline your ability and projected timeline to recruit, clear (TS/SCI), and deploy qualified technical personnel to OCONUS sites.

5. Submission Instructions

Submissions are strictly limited to four pages. Submissions must follow the structure below:

• Page 1: Vendor Profile, NAICS Feedback & Past Performance o Company Name, Address, CAGE Code, and UEI Number.

o Active Facility Clearance (FCL) level.

o Primary Business Size Standard and Socioeconomic status (such as

Large Business, SB, SDVOSB, WOSB, or 8(a)) under NAICS 811213.

o Industry Feedback on NAICS: Provide brief feedback on the suitability of

NAICS 811213 for this requirement given the specialized focus on communication equipment repair, maintenance, and technical sustainment.

o Brief list of relevant past performance (last 3 years) of similar scope, complexity, and magnitude in OCONUS environments.

• Pages 2–4: Responses to the Target Market Research Questions o Detailed, factual answers to the three questions in Section 4 (approximately one page per question).

Format Requirements:

• PDF format.

• Typed in Arial, 12-point font.

• Page Limit: 4 pages maximum for narrative text. Submissions exceeding the page limit will not be reviewed.

Submission Details: All responses must be submitted electronically via email to the Contracting Officer, Audrey C. Hammonds (audrey.c.hammonds.civ@army.mil) and the Contract Specialist, Tammy Brewer (tammy.a.brewer.civ@army.mil) no later than 21 September 2026 at 4:00 PM Arizona Time.
