STATEMENT OF WORK

Statement of Work (SOW) for Fire Extinguisher Service

Purpose: The purpose of this specification is to provide service of portable fire extinguishers as required by law.

Service includes maintenance, inspection, recharging, and hydrostatic testing.

1. Fire Extinguishers: Attachment A shows the following fire extinguishers inventory owned by the Electronic Proving Ground, Fort Huachuca, Arizona.

2. Warranty: The Contractor will honor the manufacturer’s warrants that the product to be free from defects in workmanship and materials, under normal use and conditions. As such, natural markings and grain variations are not considered defects.

3. Servicing of EPG, Fort Huachuca, Fire Extinguishers:

3.1 Contractor shall use only manufacturer trained technicians for this contract. They shall be trained and have experience with fire extinguishers and servicing fire extinguishers. Technicians shall be an approved fire extinguisher service technician and will possess a certification document, as a record of his or her credentials. The certification must be renewed every 3 years.

3.2 All fire extinguishers must be serviced in place. The extinguishers are Government property and must remain onsite. The only exception is when the extinguishers need to be Hydro tested according to their manufacturer’s requirements or when the type of extinguisher requires specialized equipment to service.

3.3 Servicing in place will require the service provider to be escorted to all facilities or locations.

3.4 Yearly inspections must be performed where the extinguisher is located in the building.

3.5 The six (6) year service of extinguishers will require the extinguisher to be brought to the service vehicle at the site for the service. This is due to the extinguisher having to be discharged, disassembled, o-rings and any malfunctioning or broken parts replaced, reassembled and then recharged with suppressant agent and re-pressurized.

3.6 Spare parts for the 6 year service for every type of extinguisher listed must be available to reduce the need to revisit sites. There is a limited amount of replacement extinguishers available for temporary replacements.

3.7 A typical yearly inspection/6 year service requires 5 full days onsite with an experienced technician with service vehicle.

3.8 A follow up inspection must be included to catch any extinguishers that may be off Post due to testing demands/schedules, remote locations where extinguishers must be swapped out, or extinguishers that may fail/depressurize after their 6 year service. This follow up is usually 30 to 60 days after the initial yearly/6 year service. The Government will gather the fire extinguishers and have them at EPG to be serviced.

3.9 There are approximately 617 extinguishers ranging from 2.5 (vehicle type) to 30 lbs. at EPG that will require a minimum of a yearly inspection. There is a separate attachment on fire extinguishers.

4. Compliance with Laws and National Fire Protection Association (NFPA) Standards:

4.1 Contractor shall comply with all applicable federal, state and local laws and codes regarding working conditions, hours of employment, overtime regulations, methods and rates of pay and any other regulations regarding employer-employee relationships.

4.2 All servicing of fire extinguishers must be in strict accordance with current edition of the NFPA 10, Standard for Portable Fire Extinguishers including its appendices.

5. Tagging and Labeling of Fire Extinguishers:

5.1 Contractor shall list in the space provided at the bottom of the red “ Contractor Supplied Fire Extinguisher Repair Tag”, the part numbers of any parts replaced during servicing.

5.3 Contractor shall ensure correct labels are on fire extinguisher.

6. Transporting of Cylinders:

6.1 Contractor shall be liable for transporting fire extinguishers in a safe and responsible manner.

6.2 Contractor shall be liable for fire extinguishers damaged during transport.

6.3 Contractor shall be liable for replacing extinguisher parts damaged due to contractor’s negligence when transporting fire extinguishers.

7. Repair Parts:

7.1 Contractor shall use only Original Equipment Manufacturer (OEM) parts when repairing the Electronic Proving Ground’s fire extinguishers.

7.2 Contractor shall not replace valve head assemblies during servicing without prior Electronic Proving Ground approval.

7.3 Contractor shall be liable for replacing fire extinguisher parts damaged due to Contractor’s negligence when servicing fire extinguishers.

8. Servicing:

8.1 Contractor shall recharge fire extinguishers to full weight (indicated on fire extinguisher label or valve body).

Full does not mean “undercharged, but within 10% tolerance.”

8.2 Contractor shall ensure weight markings on the valve body are correct. If incorrect, the valve body shall be re-stamped with correct weight.

8.3 Contractor shall list, in the space provided at the bottom of the repair tag, the actual amount of recharge agent used in “Topping Off” on the “Contractor Supplied Fire Extinguisher Repair Tag”. The Electronic Proving Ground shall be charged only for the actual amount of recharge agent used.

8.4 Contractor shall clean fire extinguishers including removal of label residue in accordance with NFPA 10. Contractor shall hydrotest hoses in accordance with NFPA 10.

8.5 Contractor shall tighten hoses.

8.6 Contractor shall tighten and position bands on all fire extinguishers serviced. Bands shall have the “directions for use” facing the front of the fire extinguisher. The hose holder shall be positioned in the front of the handle assembly on the 10# CO2 fire extinguisher. Band reinforcement bars shall be kept in place and nut/bolt assembly shall be tight.

8.7 Contractor shall ensure the proper valve head assembly position to the front of the fire extinguisher. Fire extinguishers returned from servicing with the valve head assembly positioned other than to the front (e.g. above either side or to the rear of the fire extinguisher) will be returned to the contractor as “unacceptable” and will be repaired by Contractor and returned to the Electronic Proving Ground at no additional cost to the Electronic Proving Ground.

4. The extinguisher has not been physically damaged.

5. The extinguisher does not have other obvious defects.

6. The maintenance record tag is up-to-date.

10. Recharging:

10.1 The extinguisher(s) being recharged must be returned within twenty-four (24) hours after removal from the Electronic Proving Ground’s premises or the contractor must provide loaned extinguisher coverage.

10.2 The contractor must allow the Electronic Proving Ground to keep at least 50% of extinguisher(s) on the premises at all times.

10.3 After recharging or testing, extinguishers must be returned to the same location found.

10.4 The contractor must be capable of providing on-site recharging if requested by the Electronic Proving Ground.

10.5 If has been determined upon inspection or recharging, that an extinguisher needs any replacement parts, the contractor will advise the Electronic Proving Ground of what part(s) is/are needed. The Electronic Proving Ground will use its discretion in obtaining parts and repair service. If the Electronic Proving Ground authorizes the contractor to repair all defective parts, then the Electronic Proving Ground will inspect the replacement parts.

10.6 The date of the inspection check/recharge and initials of the contractor must be recorded on a tag or label affixed to the extinguisher(s). No metal stamping will be accepted.

10.7 Recharge Checklist:

10.7.1 Discharge remaining dry chemical from canister.

10.7.2 Remove valve from canister.

10.7.3 Remove valve stem, siphon tube and spring from valve body.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made on a lowest-priced technically acceptable basis (considering the following two factors:

technical, and price.) All Offerors shall be considered in terms of price, lowest to highest, and then the apparent lowest-priced Offeror will be evaluated for acceptability under the technical and price factors. If the lowest-price Offeror is evaluated as unacceptable, the acceptability of the next lowest-price Offeror will be evaluated, continuing this process as necessary.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
