1. CONTRACTING ACTIVITY.

Army Contracting Command—Aberdeen Proving Ground, Huachuca Division, 2133 Cushing Street, Building 61801, Room 3212, Fort Huachuca, Arizona 85613-7070.

2. DESCRIPTION OF ACTION.

Award a follow-on contract on a brand name item basis to Veritas located in 500 East Middlefield Road, Mountain View, CA 94043 for the acquisition of Veritas NetBackup Appliances 5230 First Storage Shelf with External Storage Kit Upgrade to 100 Beaver Road ISF Building 1500, Schofield Barracks, Hawaii 96857 and 248 Yokota St., Building 220, Rm. 12A, Fort Shafter, Hawaii 96858. The total estimated value for this award is $435,500.00, in which Fiscal Year 2016 Operations and Maintenance (OMA) funds will be used.

3. DESCRIPTION OF SUPPLIES/SERVICES.

Task Force Active Directory/COOP/Exchange/NAS/Enterprise Vault/Telemetry-Tapeless (ACENET) deployed the Veritas NetBackup 7.7 tapeless backup technology in 2010 which utilizes Standard Area Network (SAN) technology to provide rapid disk-to-disk backup and restore capability. The space allocated to the 30th falls far short of the required SAN space to adequately backup the amount of server and user data currently maintained for United States Army Pacific (USARPAC) organizations.

The problem being addressed with this procurement is that not all data maintained by the 30th Signal Battalion for USARPAC customers can be backed up and restored in the event of data loss. Therefore, the 30th is unable to protect critical server and user mission data as required.

The desired outcome is to install the amount of SAN storage space required to provide sufficient backup and restore capability to meet operational requirements, as well as comply with existing IA controls.

Providing backup and restore services is a required common level of service (CLS) that the 30th Signal Battalion must provide restoration to USARPAC organizations. The 30th Signal Battalion must be able to rapidly restore failed services to meet operational requirements of USARPAC organizations. Providing adequate backup and restore services, as well as server maintenance allows the 30th Signal Battalion to meet specific Information Assurance controls for data backup, restore, and retention.

Specifically, Veritas NetBackup 5230 appliance is an enterprise backup appliance with expandable storage and end-to-end deduplication for physical and virtual environments.

Equipped with V-Ray technology, it provides unique visibility into virtual environments that speeds recovery and reduces storage costs. Content-aware deduplication reduces the size of backups so one can store more data cost effectively and replicate factor. NetBackup 5230 is may kari.l.pelton also be deployed as a media server in large data centers to stream backups to enterprise storage devices. The NetBackup 5230 protects thousands of virtual machines with one appliance. The 5230 appliance delivers off-host backups with no requirement for proxy servers thereby eliminating associated complexity, cost, and resource overhead. It discovers and protects virtual machines. It can recover entire virtual machines, individual files, full applications, and individual application objects from a single-pass backup. It provides the flexibility to switch the location of deduplication processing among source client, backup server, and target storage without affecting the overall deduplication costs. The Veritas NetBackup system impacts 15,000 users.

4. AUTHORITY CITED.

10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. REASON FOR AUTHORITY CITED.

FAR 6.302-1 (a)(2)(iii)(B) allows an agency to restrict competition when services are deemed to be available only from the original source in the case of a follow-on contract for the continued highly specialized computer Veritas backup system.

Theoretically, the 30th Signal Battalion is highly dependent on the Veritas NetBackup hardware and software portions of its standard infrastructure for providing communication and tools to support the operations. Once a discrete system is built based on a specific configuration, any changes to the core elements must be compatible with that configuration. Changes can create security, operational, or other problems with system operation. This process is core to the 311th Signal Command (Theater) effort to standardize on a certain product system to maintain the integrity of the infrastructure and allow for consistent maintenance across the entire infrastructure. The 311th Signal Command (Theater) has developed the ability to support and maintain the standard brand name specified hardware and software products. Not only must new or alternate products be tested, but the products they interact with must also be tested for compatibility. As the 311the Signal Command (Theater) grows, the Veritas brand name product must be maintained in the architecture to keep the system integrity intact. The 311th Signal Command (Theater) requires that maintenance for this brand name be continued where necessary to avoid significant disruption and potential destabilization of the environment.

In addition to infrastructure integrity, stability, and interoperability considerations, this Justification and Approval also reflects the 30th Signal Battalion s need to maximize the return on its IT investments. As part the control component of capital planning, the 311th Signal Command (Theater) must ensure that its existing inventory of information resources is consistent with the current enterprise architecture and that improvements to existing systems do not unnecessarily duplicate IT capabilities already present with the 30th Signal Battalion. The 311th Signal Command (Theater) must also provide for the continuing security, interoperability and availability of systems and data.

kari.l.pelton Typewritten Text kari.l.pelton Typewritten Text kari.l.pelton

As part of the control and evaluation component of capital planning, the 311th Signal Command (Theater) must determine whether existing information systems continue to fulfill ongoing and anticipated mission requirements, and assess the future levels of performance, interoperability, and maintenance necessary to ensure that the systems meet mission requirements cost effectively. The 30th Signal Battalion must ensure a positive return on their IT investments, and decide whether continuation, modification, or termination of particular systems is necessary to meet the 311th Signal Command (Theater) mission requirements.

The 311th Signal Command (Theater) will continue to assess its infrastructure and once specific products are no longer needed, the 311th Signal Command (Theater) will make such determination and withdraw support for the product.

Specifically, the need for a backup system to the Veritas NetBackup 7.7 requires limiting the requirement to the Veritas brand name. No other brand name system has or can develop a software system that works with the Veritas NetBackup Veritas 7.7. This system is proprietary.

Market research indicates no other brand name system will meet and cannot be modified to meet the brand name Veritas NetBackup requirements. Once a brand name system in procured and installed at a location, additional products shall comply with the Veritas Backup system.

The costs associated with replacing this system would not be recovered through competition.

Migration to another system would result in significant duplication of costs. Current functionality and capabilities would be lost with the migration to another system. While there are other brands available in the marketplace, the particular Veritas NetBackup brand name system is essential to the Government’s requirements and to the 30th Signal Battalion’s immediate compatibility and survivability needs.

6. EFFORTS TO OBTAIN COMPETITION.

This acquisition will maximize competition from authorized distributors or resellers since the Veritas NetBackup 5230 is available from multiple sources, including resellers, as is common practice in the IT industry. No additional market research will be conducted as it is not practicable for reasons discussed in paragraph five above for any company other than Veritas to provide the required product. To date, no other company has expressed interest in providing this requirement.

7. ACTIONS TO INCREASE COMPETITION.

For the reasons set forth in paragraph five above, ACC-APG, Huachuca Division has no plans at this time to compete the type of supplies/services covered by this document on the open market without specifying a brand name.

8. MARKET RESEARCH.

See Paragraph 5.

9. INTERESTED SOURCES.

See Paragraph 5.

10. OTHER FACTS.

None.
