Justification and Approval For Other than Full and Open Competition

1. Contracting Activity: Army Contracting Command-Aberdeen Proving Ground (ACC- APG), Huachuca Division, 2133 Cushing Street, Building 61801, Room 3212, Fort Huachuca, Arizona 85613-7070

2. Description of Action: Request approval for extension of performance under FAR Clause 52.217-8 Option to Extend Services, for the Information Management Communications Services (IMCS) II Multiple Award IDIQ Task Order, W91RUS-08-D-0004-0001 located at Fort Jackson, South Carolina for three months commencing 1 June 2014 and ending 31 August. The incumbent contractor GC&E Systems Inc. will continue to provide the requested services. This action will provide continuity of non-personal services for Operation and Maintenance (O&M) to the Network Enterprise Center (NEC) site and support requirements for Administrative Telephone Services (ATS) and Information Technology (IT) under the current IMCS-II IDIQ contract. This extension will allow time for the acquisition follow-on solicitation, W91RUS-13-R-0004 to be competed and awarded for the IMCS-III program. At the conclusion of this extension, it is expected that this requirement will be competed under the newly awarded IMCS III IDIQ contract. Fiscal Year 2014 Operational and Maintenance (Army) funds will be used.

3. Description of Supplies/Services: The existing task order provides technically qualified personnel perform administration and management of systems and services; and provide parts, supplies, tools, equipment, vehicles (other than Government-Furnished Equipment) to operate and maintain the Administrative Telephone System and cable plant at Ft. Jackson, SC. The Contractor operates and maintains the Government’s official telephone system, and inside plant (ISP) and outside plant (OSP) cable. The Contractor provides customer services for the addition, move and deletion of telephone services and physical local area network connections. The Contractor repairs and provides preventive maintenance, and emergency repair for system components and cable infrastructure. Maintenance includes routine and emergency repair. The Contractor coordinates with the Local Telco for the delivery, activation, and operational readiness of data, voice, and video circuits and maintains a system of records for inventory and reporting. The Contractor provides engineering services, developing technical solutions to special projects and routine daily work. The Contractor operates and maintains the hardware and software and provide systems administration for, voice mail services, telephone management systems, automated attendant and telephone firewalls. The Contractor maintains hardware, software, firmware, and manage operations in compliance with the Army’s Information Assurance Program. The Contractor maintains a system of records that includes the inventory of the ISP and OSP and shall provide data and statistics to the Government upon request in support of studies and analogies for the life cycle management and capacity planning of Fort Jackson’s telephone switching systems, trunking, facilities, and other support systems.

The Contractor provide materials, overtime, travel, per diem, and training in support of requirements as determined by the Government.
