Justification and Approval for Other than Full and Open Competition Blackberry & Wireless Telecommunication Services, Secure Cell Phone Services, and iPad
Wireless Telecommunication Services
1. Contracting Activity. Specify the contracting and requiring activities responsible for this action.
National Guard Bureau… 111 George Mason Dr.
Arlington, VA 22204
2. Description of Action. Approval is requested to solicit for a new contract in support of the AT&T Blackberry wireless telecommunication services on the basis of other than full and open competition. A firm fixed price type contract is contemplated with base twelve months. Fiscal Year 14 Operational Maintenance funds will be used totaling $589,818.35.
3. Description of Supplies or Services. The ARNG-IMO-D is in need of renewing wireless communication services, to be provided to existing GSM devices. These services are used to support the National Capital Region (NCR) locations to include the Head Quarters (HQ) National Guard Bureau (NGB) staff at the Arlington Hall Station One (AHS1), Arlington Hall Station Two (AHS2), Willow Oaks, the Pentagon and the NGB-ASM Division which has recruiters throughout the Continental United States (CONUS). The wireless communication devices and services are essential in the support of HQ NGB as it relates to effectively meeting the NCR day to day operations. The capability of reaching key personnel via worldwide text, phone or email is vital in accomplishing NGB mission goals and objectives. The services required to meet the agency’s requirement are as follows:

4. Authority Cited.
10 U.S.C.2304(c)(1) as implemented by FAR 13.106-1(b) - Soliciting from a single source (exclusive licensing agreements) using the format established in FAR 13.501(a).
5. Reason for Authority Cited. Because NGB is seeking to purchase services to the existing GSM technology devices; the carriers must be able to provide an appropriate amount & type of coverage. NGB currently uses Torch 9800 & 9810 Blackberry devices, which can only be used on a GSM network. Due to the fact that NGB personnel can be deployed anywhere in the world and on short notice, the requirement is to have the most wireless coverage possible; both nationally and internationally. Only AT&T and Verizon were capable of supporting the amount of coverage that NGB requires. However, Verizon utilizes CDMA technology and cannot provide service to existing GSM devices.
Included with the BlackBerry service plan is secure cell phone service and service to proprietary iPads. AT&T is currently the only vendor capable of providing appropriate secure GSM cell phone service coverage, in the U.S. The existing iPads are proprietary to and can only receive service from AT&T, as well.
6. Efforts to Obtain Competition. Use of the NETCOM BPAs is mandated by Army Regulation (AR) 25-1 dated 12-04-2008, paragraph 6-4c.(4).
7. Actions to Increase Competition. Use of the NETCOM BPAs is mandated by Army Regulation (AR) 25-1 dated 12-04-2008, paragraph 6-4c.(4).
8. Market Survey. An informal market survey was conducted, by NGB Telecom, in September of 2013, for this acquisition resulting in identification of the source as noted in paragraph 5 above. Research was conducted using the carrier websites, conversations with vendor representatives & trade publications. International Coverage: AT&T’s coverage includes 220 countries. Verizon coverage includes 190 countries. Sprint & T-Mobile national/international coverage was considerably less than Verizon, therefore not acceptable. NGB Telecom found that there are two separate technologies used to provide wireless services; CDMA & GSM.
Neither technology can communicate with the other. Verizon & Sprint both provide service to CDMA only, while AT&T and T-Mobile provide service using GSM. AT&T can provide the required GSM service to our existing devices and is preferred for BlackBerry service due to the amount of international coverage they can provide; therefore only this source has been identified as capable of meeting the national & international coverage requirements for the existing NGB Blackberry, iPads & secure phones.
Pricing is comparable amongst the vendors due to the negotiated BPAs with NETCOM Fort Huachuca owns the BPAs and will update the BPAs as appropriate:
