5. Reason for Authority Cited: (State why this is the only source that can provide the required supplies or services.)

FORMCHECKBOX

(a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services.

FORMCHECKBOX

(b) Award to any other source would result in substantial duplication of cost to the

Government that is not expected to be recovered through competition.

FORMCHECKBOX

(c) Services/Supplies are needed immediately to satisfy mission requirements.

(d) Additional Information:

Based on past performance Sprint has the best coverage, regarding up-range coverage capability to include the iDEN Push-to-Talk feature. Other wireless provider's coverage is extremely limited due to large mountains and distance from their cell towers. Location of their towers also prevents signals from reaching upper and extended areas of the Missile Range.

(i) What harm will come to the Government if desired supplies/services are not provided on time?

The current contract will expire on 17 Sept 2013. If a new contract is not in place by this time, the SVAD's entire workforce will be without mobile communications. It is required that some employees to be "on-call" or reachable at all times in case of emergency. In addition, some employees work in the field and require access to their customers, co-workers, and supervisors.

(ii) What harm will come to the Government if desired contractor doesn't receive the award?

Communications will be seriously limited. Sprint has the best service for our up-range employees and their missions. Other vendors' service is spotty and we have had connectivity issues when it was used in the past. For safety and policy reasons, SVAD requires their employees to carry a Sprint provider's phone when up-range.

6. Actions to Increase Competition: (State what actions will be taken to increase competition before subsequent acquisition of the supplies or services is required.)

We will continue to survey the use of other cell phone providers on WSMR and what they offer in terms of service for this remote location.

7. Market Research: (Describe the extent of the market research conducted to identify all qualified sources and the results thereof. "Market Research" is defined as those attempts you made to ascertain whether other qualified sources exist. Research of the market place may consist of written, telephonic, or world wide web inquiries.)

We reviewed the Army's BPA. Kerry Massey at NETCOM obtained quotes from Sprint and Verizon. While some features were less expensive, we feel the best value for the services is Sprint because of its consistent wireless up-range coverage. It does not benefit the Government to pay for a less expensive service that provides inferior and inconsistent service. We used prior experience with vendors to conduct market research. It is well known throughout SVAD that in up-range remote areas Sprint is the most reliable cell phone service for this location.
