Questions & Answers for W91QVP-21-Q-3650
1. What dates are the vessels arriving?
Currently, expect two arrival dates and one departure date for Saipan. 15 July should be primarily containers and 20 July should be primarily rolling stock. Please provide one total upload and one download cost. Additional port cost due to multiple visits will be coordinated and modified as needed after award. Coordination will occur prior to vessel arrival date to ensure adequate preparation on any given date between 15 July and 04 August.
For Tinian, we expect 28 July download and 2 Aug for upload.
2. What is the period of performance?
Currently, we expect vessels to arrive between 15 July and 04 August for upload and downloading of equipment. Specifics on equipment or changes in timelines will be coordinated as changes occur especially in delays, weather, or maintenance issues.
3. What are the locations for the exercise?
Currently, we expect Marpi Training Area and the Sea Port to be available. COW TOWN has been denied. Cow Town is beside Marpi Training Area so there should not be any additional cost.
4. Is the roads passable for trucks?
There are some branches and trees, which may be potentially an obstruction to the road, which may need to be removed. Coordination will occur with local government. Please quote based on direct access without obstruction.
5. Telecommunications Clause
The telecommunication clauses are only to ensure that your company is not using banned telecommunication equipment from unauthorized sources. The U.S. Army does not need telecommunication equipment for this requirement.
6. What is the plan for Tinian offload?
Current plan is to use the RO/RO ramp between the two piers; however, after recent assessment of the ramps capabilities it is more than likely that LO/LO operations will be needed. This is already a CLIN in the solicitation.
7. Where is the location in the port?
Port Authority has allowed us to use C Dock for all military equipment.
8. What documents are required for quote submission?
The RFQ document must be returned completed NLT 1700 ChST on 1 July 2021. All yellow fields must be filled in. After award, an EFT form and DBA insurance must be provided.
