About this file
This document is a Federal Acquisition Regulation (FAR) Part 8 Limited Sources Justification for installing an Advantor Access Control Service at the 2nd Infantry Division (2ID) Headquarters, Building 6500, located at Camp Humphreys, South Korea. The contract is a fixed-price order against GSA Schedule Contract GS-07-F-039DA, with an estimated value of $830,000 and a performance period from November 3, 2025, to February 10, 2026. The justification emphasizes the unique and proprietary nature of Advantor's security system, which includes access control and video management capabilities, and is currently used across critical military facilities in Korea, including the USFK Special Security Office, 8th Army Headquarters, and 19th Expeditionary Sustainment Command.
The document details that Advantor is the only authorized provider for upgrading the existing Intrusion Detection System (IDS), Access Control System (ACS), and Video Management System (VMS) due to the proprietary software and hardware that cannot be interfaced with other manufacturers' systems. The procurement is justified under 40 United States Code § 501, with the rationale that only one source can provide the required level of quality for these highly specialized services. The 411th Contracting Support Brigade is executing the procurement using Other Procurement, Army (OPA) funds, and the justification notes that while there is a potential future transition to an Integrated Commercial Intrusion Detection System (ICIDS), switching systems would incur significant costs and delays.

Authority Cited: 40 United States Code § 501 as implemented in FAR 8.405- 6(a)(1)(i)(B), Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
5. Reason for Authority Cited: This acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program, which is a statutory, streamlined alternative to Part 6 competition. The MAS Program allows ordering activities to limit sources in accordance with FAR 8.405-6 when specific conditions are met.
The 2ID IDS, ACS, and VMS in all facilities comprises an integrated Advantor Electronic Security System (ESS). IDS, ACS, and VMS software and equipment purchased under this requirement must be compatible with the existing Advantor ESS and Government-furnished ASN Annunciator 6.5. The only source authorized to upgrade the existing IDS, ACS, and VMS is Advantor due to the proprietary nature of the software. All Advantor software and protocols are proprietary to Advantor; no other brands or manufacturers can interface or integrate with it. Advantor software is copywrite protected and Advantor holds restrictive rights to the software. Also, the ESS has system-specific hardware and equipment that will not allow for the use of generic parts or equipment different from what is already installed. If different software and equipment were installed by another company the IDS, ACS, and VMS that comprise the current ESS would cease to operate securely.
a. Background: Advantor Systems Corporation is a US Army-approved Commercial Intrusion Detection System (CIDS) provider that has been selected by IMCOM as the intrusion detection system to be used by all enduring Army sites across the Korean Peninsula (Reference IMPC-ZA Memorandum dated 17 October, 2013). Advantor’s proprietary software and hardware are integral to the Army’s security infrastructure, ensuring compatibility and secure operation across all facilities. (Attachment 02_IMPC- ZA Memorandum)
b. Alternatives: More recently, HQDA-OPMG initiated a data call to IMCOM-HQs, requesting a detailed inventory of all ESS equipment installed at Army installations in Korea. This inventory aims to assess the feasibility of transitioning to a new ESS, specifically the Integrated Commercial Intrusion Detection System (ICIDS), which is already in widespread use across many Army installations. While this review signals a potential shift away from the Advantor System, the proprietary nature of Advantor’s software and hardware, as well as the significant costs and delays associated with transitioning to ICIDS, make this alternative impractical at this time. c. Impact if not approved: Not using Advantor will cause serious delays in the security accreditation and implementation of appropriate access control measures, posing risks to critical systems and areas processing classified information. Additionally, switching to another system would require the removal of existing and planned Advantor equipment, incurring significant delays and costs for certification of non-approved

systems. These challenges make this alternative neither efficient nor cost-effective.
6. Efforts to Obtain Competition: In accordance with FAR 8.404, this action will not be synopsized, but IAW FAR 80405-6(a)(2)(i), this justification will be posted to the GPE for a minimum of 30 days.
Effective Competition: Due to Advantor ACC, ESS and IDS proprietary nature and duplication of cost, this will not be competed currently. However, HQDA-OPMG initiated a data call to IMCOM-HQs, requesting a detailed inventory of all ESS equipment installed at Army installations in Korea. This inventory aims to assess the feasibility of transitioning to a new ESS, specifically the Integrated Commercial Intrusion Detection System (ICIDS), which is already in widespread use across many Army installations. This review signals a potential shift away from the Advantor System, previously adopted based on the 2012 Business Case Analysis(BCA) (Attachment

b. Subcontracting Competition: N/A
7. Actions to Increase Competition: See the para 6.a
8. Market Research:
a. Environmental conditions.
- Many Governmental agencies already have an installed Advantor Systems in place. Market research shows that these locations overwhelming opt for a sole source contract arrangements in an effort to achieve standardization and economies of scales.
- The Advantor Systems equipment has been developed by Advantor exclusively at private expense. This proprietary technology is conveyed to the Government with limited rights set forth in the Advantor End User Agreement..
b. Commerciality assessment and terms and conditions.
- Access Control Systems of Advantor are customarily used by the general public and offered for use by non-government entities for other than governmental purposes.
- Services and commodities for Access Control System of Advantor provided to the general public and the Federal Government are similar in terms and conditions.
c. Government’s leverage
Most Government agencies satisfies Access Control System requirements from wholesale supply sources such as stocks programs of the General Services Administration (GSA)
d. Pricing Factors
- Pricing for Access Control systems are located on GSA website and Supply Catalogs.
- Although GSA has already negotiated fair and reasonable pricing, agencies may seek
CUI//SP-PROCURE//FEDCON

additional discounts before placing an order in accordance with FAR 8.405- 4.
- The COVID-19 pandemic has had a lasting impact on the global economy, with ongoing disruptions to supply chains, labor markets, and manufacturing industries.
These challenges have continued to influence inflation rates and pricing trends in 2025.
IAW Annual Forecasted Escalation Rates for Korea for CY2025, the inflation rate will be reflected. This rise has been driven by persistent shortages of raw materials, increased labor costs, and geopolitical tensions, including ongoing instability in Europe.
Additionally, oil prices have climbed to new highs, further contributing to increased transportation and production costs.
These factors have directly impacted the pricing of Access Control system services and supplies.
- The sole-source procurement of Advantor’s Access Control system services and supplies is justified based on these market conditions. Advantor’s proprietary system requirements ensure compatibility with the existing infrastructure, while its pricing remains competitive within the current inflationary environment.
9. Other Facts:
a. Procurement history. A search of the Federal Procurement Data System-Next Generation (FPDS-NG) for 411th CSB identified the following contract procurements for Advantor services and supplies across the Department of Defense, under GSA schedule contract GS-07F-039DA, from Fiscal Year 2024 through May 2025.
b. Other facts. BCA Team under US Army Corps of Engineers (USCE) recommended Advantor ASN5.0 for use at all enduring US Army sites on the Korean

Currently, the 2ID utilizes the ONITY access system through a contract with DPW, which is used throughout post and maintained by DPW workers (foreign nationals). This has been identified as a violation of AR 380-5 and was reported to USARPAC for several years.
